• <br />1 <br />AGENDA ITEM 'ID <br />STAFF ORIGINATOR: Julie Bartell, City Clerk <br />MEETING DATE: July 25, 2011 <br />TOPIC Consider Resolution No. 11 -79, Approving a <br />special event and parade /run permit for the <br />2011 Blue Heron Days festival <br />VOTE REQUIRED: Simple Majority (3/5 Vote Required) <br />BACKGROUND: <br />Plans are being finalized for Lino Lake's annual community festival, Blue Heron Days. <br />The festival will take place the weekend of August 19 — 21, 2011. Events scheduled for <br />this year's festival are a 5K Run sponsored by the Chain of Lakes Rotary, a grand day <br />parade on Lake Drive, city ambassador program with coronation ceremony, a petting <br />zoo sponsored by the Lino Lakes Lions, police and fire department open houses, magic <br />bounce inflatables, a business expo at city hall, yoga at Lino Park and family activities at <br />the Chain of Lakes YMCA. A special event application requesting city permission to <br />conduct these activities has been submitted to the city by Victoria Hanson, president of <br />the Chain of Lakes Rotary. A request for use of city property for some of these events <br />and the related question of liability and insurance coverage is being considered <br />separately by the council. <br />The volunteer parade coordinator, Mr. Bill Combs, has been working with city staff on <br />the parade details and has provided the following information. He anticipates <br />approximately 60 units in the parade; the proposed route for the parade would be the <br />same as in 2010, running on Lake Drive from Marketplace Drive to James Street, with a <br />staging area in the Super Target parking lot. Mr. Combs has obtained permission from <br />Anoka County to conduct the parade on County Road 23 (Lake Drive). <br />The Police and Public Works Department have reviewed the applications and have <br />signed off on the permits with the understanding that the applicants will continue to <br />follow their instructions on safety, signage and parking up to and through the festival. <br />The applicant must also have in place all necessary permissions for use of property <br />involved in the event. <br />The attached resolution approves the special event and parade permits. <br />OPTIONS: <br />1. Approve Resolution No. 11 -79 approving a special event and parade /run <br />• permit for the Blue Heron Days festival. <br />2. Deny approval of Resolution No. 11 -79. <br />
