a. The proposed development application has been found to be <br /> 0 consistent with the policies and recommendations of the Lino Lakes <br /> Comprehensive Plan including: Land Use Plan, Transportation <br /> Plan, Utility (Sewer and Water) Plans, Local Water Management <br /> Plan, Capital Improvement Plan, Policy Plan, Natural Environment <br /> Plan. <br /> • The site is guided and zoned for commercial uses. <br /> b. The proposed development application is compatible with present <br /> and future land uses of the area. <br /> • The site is guided and zoned for commercial uses, but we must be aware that it <br /> abuts a residential area on the west. With adherence to the recommended <br /> conditions of approval, the application complies with code requirements and is <br /> compatible with other land uses. <br /> c. The proposed development application conforms to performance standards herein <br /> and other applicable City Codes. <br /> • The site is guided and zoned for commercial uses. With adherence to the <br /> recommended conditions of approval, the application will conform to performance <br /> standards. City code requirements and policies apply and will be enforced. <br /> d. Traffic generated by a proposed development application is within the capabilities of <br /> the City when (specific levels of service listed in the ordinance are met): <br /> • The site operated as a motor fuel station for several decades without traffic <br /> generation problems. The new pumps will not change traffic generation. The <br /> Lake Drive/Main Street intersection will be improved and the intersection will be <br /> signalized in year 2012. The proposed motor fuel use will not interfere with those <br /> plans. Access is always an important issue. The site's driveway on Lake Drive <br /> is being moved to the south to align with the bank driveway. This benefits public <br /> safety by reducing conflicts with traffic from Main Street turning right onto Lake <br /> Drive and the conflicts created by offset driveways. <br /> e. The proposed development shall be served with adequate and safe <br /> water supply. <br /> • The site is connected to municipal water and sanitary sewer. <br /> f. The proposed development shall be served with an adequate and safe sanitary <br /> sewer system. <br /> • The site is connected to municipal water and sanitary sewer. <br /> g. The proposed development shall not result in the premature expenditures of City <br /> funds on capital improvements necessary to accommodate the proposed <br /> development. <br />
