• <br />• <br />• <br />EXHIBIT A <br />LETTER OF UNDERSTANDING <br />FOR THE PROPOSED IMPROVEMENTS TO 21ST AVENUE NORTH OF COUNTY <br />SATE AID HIGHWAY 14 IN THE CITIES OF CENTERVILLE AND LINO LAKES, <br />MINNESOTA <br />BACKGROUND: Metro Transit has proposed to construct a 300 -car park -n -ride facility in Lino <br />Lakes, along the east side of 21st Avenue, approximately 1000 feet north of Main Street. Metro <br />Transit has allocated funding to the facility and proposing to make a purchase offer on the <br />property, subject to the city of Lino Lakes issuing necessary permits, and subject to the City of <br />Lino Lakes and /or the City of Centerville constructing the necessary improvements to 21st <br />Avenue to provide access to the site. Metro Transit is obligated to use the funding allocated to <br />the project by the end of 2012. If this location turns out to be unfeasible, they will need to direct <br />their efforts to another location. <br />The affected landowners are willing to pay for the preliminary engineering to identify the scope <br />of improvements and the estimated costs to construct 21St Avenue. This engineering study will <br />determine what improvements are needed and which properties would be affected. It is <br />anticipated that the cost of improvements would be specially assessed to the benefitted <br />landowners. If the project appears feasible after the preliminary engineering, a joint powers <br />agreement will be needed to allocate responsibilities for designing and constructing the <br />improvements as well as the future maintenance of the street. <br />ACTION: The cities of Lino Lakes and Centerville recognize the urgency of Metro Transit to <br />make a final determination on the park -n -ride location. The City Council of Lino Lakes and the <br />City Council of Centerville, in giving approval to this Letter of Understanding, are authorizing <br />and directing staff to initiate the preliminary engineering for the project upon the landowners <br />placing funds for the preliminary engineering, in escrow. Lino Lakes shall take the lead and will <br />engage the necessary engineering services to complete the study.
