• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6B <br />Michael Grochala <br />September 26, 2011 <br />Consideration of Resolution No. 11 -98 <br />Authorizing Execution of Letter of <br />Understanding with City of Centerville, 21st <br />Avenue Extension. <br />3/5 Vote <br />Metro Transit has been working with city staff, the City of Centerville and property <br />owners to construct a 300 space park and ride facility adjacent to the 35E /CSAH 14 <br />Interchange. The preferred property is located in the NW quadrant of the interchange <br />area. Construction of the park and ride would require extension of 21st Avenue north of <br />CSAH 14. A final determination of the park and ride locations is dependent on road and <br />utility costs. To move forward with facility planning the property owners have requested <br />• that the city determine the scope and cost of the required street and utility <br />improvements necessary to service the site. <br />For planning purposes the City Engineer, WSB, has submitted a proposal to prepare a <br />preliminary layout and cost estimate. The estimated cost of the preliminary engineering <br />is $6,000. The cost of the study is proposed to be borne by two of the abutting property <br />owners. Once funds are deposited in an escrow account staff would move forward with <br />preparation of the study. <br />Since the proposed roadway will straddle the municipal limits with the City of <br />Centerville, any construction will require approval of a Joint Powers Agreement (JPA). <br />The purpose of the JPA is to allocate responsibilities for design, construction and future <br />maintenance of the roadway. The attached letter of understanding is intended to <br />provide a general understanding of the project between the two cities, authorize staff to <br />proceed with engineering upon deposit of funds in escrow, and authorizing staff to <br />prepare a Joint Powers Agreement, if the project moves forward. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 11 -98. <br />ATTACHMENTS <br />1.
