COUNTY STATE AID HIGHWAY 14/8 IMPROVEMENTS <br />1 -35 TO HIGHWAY 61 <br />PROJECT BACKGROUND INFORMATION <br />OD FOR PROJECT <br />Traffic Operations <br />➢ Traffic volumes on CSAH 8/14 more than doubled on segments of the road since 1992. <br />The 2005 traffic volume is 14,500 ADT (Average Daily Traffic). <br />➢ The two -way average daily traffic volume on the roadway is projected to increase within <br />the next 20 years to approximately 33,000 vehicles per day. <br />➢ Engineering studies show that 2 -lane roadways begin to experience unacceptable <br />operations at 10,000 to 12,000 vehicles per day in developing areas, depending on access <br />conditions. <br />➢ This roadway is classified as a Minor Arterial. Its primary function is to distribute traffic <br />from local streets to the interstate system and provide regional mobility. <br />➢ The inplace roadway contains approximately 50 residential and commercial driveways <br />and City streets, which create safety concerns for access. <br />Roadway Condition <br />➢ Bituminous roadways are designed for a service life of approximately 35 years. This <br />roadway was constructed 35 years ago. The pavement condition will deteriorate with the <br />projected traffic volumes. <br />Pedestrian Safety <br />➢ There are no bicycle or pedestrian paths along the roadway except the sidewalks in front <br />of the residential properties near Highway 61. <br />PPPOSED IMPROVEMENTS <br />➢ Reconstruction of CSAH 14/8 with four through lanes, turn lanes, and a center median. <br />➢ Improvements to TH 61 to accommodate turn lanes. <br />➢ Traffic signals at Otter Lake Road, Victor Hugo Boulevard, and TH 61. <br />➢ Construction of a pedestrian /bicycle path. <br />➢ Construction of new culverts, storm sewer, and stonn water ponds. <br />➢ Construction of City utilities and sanitary sewer interceptor. <br />PROJECT COST AND FUNDING <br />➢ Project construction cost is estimated at $8.5 million for CSAH 14/8 and $1.5 million for <br />utilities. <br />➢ Project to be funded with $4 million of Federal funding with Washington County, Anoka <br />County, Hugo, Lino Lakes, and Metropolitan Council providing the remaining funding. <br />Washington <br />TKDA <br />„.7.
