YMCA, page 5 <br />illAs part of the land exchange to the YMCA, the city is requiring the dedication of a conservation easement. The <br />ocation of this easement has not been finalized but will be included with the performance agreement for the <br />site. <br />Lighting <br />The photometric lighting plan submitted with the application is in conformance with the minimum standards of <br />Chapter 3.7 of the guidelines. A condition has been added that specifies the use of parking lot lighting in <br />conformance with what has been required on all of the other sites within the development. Additionally, the <br />lighting fixtures themselves must be submitted for review prior to this item being approved. <br />The building itself will include some architectural and building entry lights mounted directly to the building. <br />These fixtures will be used to highlight the building massing and will enhance the pedestrian environment. <br />Additionally, as was discussed in the landscape section of the report, lighting fixtures are indicated within the <br />`connecting walkway' area that is planned to connect the YMCA to the future building along the Town Center <br />Drive street frontage; however, the design of these fixtures needs to be confirmed. <br />Engineering <br />The city's consulting engineer on the Legacy project is Short Elliot Hendrickson (S.E.H.), and a memorandum <br />including all of their comments is attached to the report. Any outstanding issues will be addressed through the <br />site performance agreement and building permit process prior to construction. <br />• <br />'Final Plat <br />Typical Planned Unit Development - Final Plan applications include a final plat for the site; however, since this <br />property is currently owned by the City of Lino Lakes and not the master developer or the final occupant, the lot <br />was platted as part of the Village No. 3 plat that was previously approved by the City Council. <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed this application at the October 26th regular meeting. Their comments are <br />attached and are addressed in the landscaping portion of this report. <br />PLANNING AND ZONING BOARD <br />The Planning and Zoning Board recommended approval of this application at the January 11th regular meeting. <br />They included conditions which have been either revised for clarification purposes or have been met with the <br />submission of revised plans. Specifically, staff feels that the revised landscaping plans submitted January 12, <br />2006 satisfy the requirements and intent of the following six conditions recommended by the Planning and <br />Zoning Board. <br />1. Staff will work with the developer to provide additional landscaping on the south side of the site. <br />2. The landscape plan shall be revised to indicate evergreen trees on the northeast corner of the <br />structure as shown on the architectural renderings. <br />3. All landscaped and sodded areas must be irrigated. <br />
