This planting plan will be developed by staff prior to the issuance of building permits for the site. 5. A tree preservation plan must be submitted by the applicant. 6. The landscape materials must be substituted as outlined in the Environmental Board's Comments. The Board also requested that the architectural elevations be revised to include a horizontal element to the concrete panels, that the cornice or cap of the brick portions of the building be augmented, and that the base of the metal paneling portion of the structure be strengthened. As these conditions were just placed on the project on January 11`x', the applicant has not made any revisions but has stated they will comply with the conditions of approval recommended by the Planning and Zoning Board. • • OPTIONS 1. Approval of Resolution 06 -09 approving the Final Plan for the YMCA. 2. Denial of Resolution 06 -09 approving the Final Plan for the YMCA. RECOMMENDATION Staff recommends approval based on the following conditions: 1. A minimum two inch recess must be provided for all windows per the development standards. 2. All lighting fixtures must be submitted and approved prior to the issuance of building permits. 3. All parking lot lighting fixtures and poles shall be painted to complement the city's decorative street lighting; shall be mounted to round lighting poles measuring no more than twenty feet in height; shall be mounted to a concrete base no higher than twenty -four inches above the surrounding grade; and shall be located within landscape planter islands. 4. A site performance agreement between the city and the developer must be completed prior to the issuance of building permits. 5. The issues of the S.E.H. engineering review memo must be addressed to the satisfaction of city staff. 6. Operation and maintenance agreements for the site, including provisions for stormwater facilities, must be submitted for review by city staff prior to the issuance of building permits. 7. The applicant shall provide a bicycle parking area sufficient in size to accommodate a minimum of fifteen bicycles. The type of fixture provided and the location of this parking area must be reviewed and approved by staff prior to the issuance of building permits for the site. 8. The trash enclosure shall be attached to the main building, shall be constructed of materials consistent to that of the main building, and should be appropriately screened with landscaping. 9. All ground mounted utility equipment shall be completely screened from view with appropriate landscaping materials. 10. All roof mounted equipment shall be completely screened from view. This screening shall be constructed of materials consistent with those used for the main building. 11. Pedestrian walkways through parking areas shall be indicated by a change in paving material and shall include shade trees placed 25 feet on center. 12. The concrete panels shall include a horizontal detail as well as vertical detail. 13. The base of the structure clad with the metal siding product shall consist of a stronger material per Town Center guidelines.
