• <br />• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND: <br />AGENDA ITEM 6A <br />Michael Grochala <br />July 24, 2006 <br />Resolution No. 06 -120, Authorizing <br />Comprehensive Plan Update Consultant <br />Contract with DSU, Inc. <br />Simple Majority <br />The City of Lino Lakes is required to update its Comprehensive Plan to meet the <br />requirements of the Metropolitan Land Planning Act and the information in the Met <br />Council system statement for the City. The plan update is due in 2008. The City began <br />the initial steps of the planning process with the completion of the Community Survey in <br />the spring of this year. <br />City staff has requested a proposal for professional services from DSU, Inc. to lead the <br />Comprehensive Planning effort. DSU is one of the premier land use planning firms in <br />the upper midwest and has extensive knowledge of Lino Lakes based on their <br />involvement in the I -35E Corridor AUAR. DSU has proposed a Comprehensive Plan <br />Update process that supports and integrates the Community Visioning Process being <br />directed by Carl Neu. The process is also designed to complement and conform with <br />the development of a Resource Management Plan staff is pursuing separately with Rice <br />Creek Watershed District. <br />The DSU planning team also includes the services of SRF Consulting Group and <br />TKDA. SRF completed the City's 2001 Transportation Plan, and is involved in several <br />transportation studies in the Lino Lakes area including Mn /DOT's 1 -35 Interregional <br />Corridor Study, CSAH 14 Reconstruction Project, CSAH 14/35E Concept and <br />Preliminary Design. The City also recently retained the services of SRF to complete a <br />transportation cost allocation model for the 35E corridor. TKDA is the City's engineer <br />and will be teaming with DSU to complete the sanitary sewer, water and surface water <br />management components of the plan. <br />The process is proposed to begin immediately with the Inventory and Analysis work and <br />result in the submittal of the plan update to Met Council, for formal review, in January of <br />2008. DSU proposes to complete the work program for an estimated $216,785 <br />including expenses. All billings will be based on an actual time plus materials basis. As <br />an optional service SRF has proposed the development of a City wide Transportation <br />Cost Allocation Model for an additional $15,804. <br />
