• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 6C <br />STAFF ORIGINATOR: Michael Grochala <br />MEETING DATE: January 9, 2012 <br />TOPIC: Consideration of Resolution No. 12 -05 Accepting <br />Feasibility Report on Improvements, and Calling <br />for Hearing on Improvements, Otter Lake Road <br />Extension <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />TKDA, the City's engineering consultant, has completed the feasibility study for the northerly <br />extension of Otter Lake Road. Mr. Jim Studenski of TKDA will be presenting a review of the <br />proposed improvements and estimated costs. <br />BACKGROUND <br />Over the past three years city staff has been working with property owners along the northeast <br />quadrant of I -35E and Main Street to facilitate the northerly extension of Otter Lake Road. In <br />March of 2011 MFC Properties presented a development concept to the City Council for <br />property located northeast of the Otter Lake Road/Main Street intersection. MFC Properties <br />subsequently submitted a petition, dated April 2, 2011, requesting the preparation of a feasibility <br />study and installation of roadway, water main and sanitary sewer improvements to service <br />pending development. <br />On May 23, 2011 the City Council authorized preparation of a feasibility study for the proposed <br />improvements. A copy of the study was distributed at the January 3, 2012 work session. The <br />estimated cost of the proposed Phase 1 improvements is $895,000 including land acquisition, <br />engineering, and construction. Approximately $872,150 is proposed to be assessed to <br />benefiting property owners. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 12 -05 which accepts the feasibility study and <br />calls for a hearing on improvements. The hearing will be scheduled for February 13, 2012. In <br />accordance with Minnesota Statutes and the City Charter notice of the hearing will be published <br />in the official newspaper and mailed notice will be sent to all affected property owners. <br />ATTACHMENTS <br />1.
