• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 48 <br />STAFF ORIGINATOR: Chief John Swenson <br />MEETING DATE: March 12, 2012 <br />TOPIC: Lino Lakes Participation in Anoka County All Hazard Mitigation <br />Plan <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City of Lino Lakes approved participation in the Anoka County All- Hazard Mitigation <br />Plan process in 2003 which led to the FEMA approval of the county -wide plan in 2007. The <br />plan must be reviewed, updated and re- approved every 5 years. We are requesting the city <br />council approval to remain a part of the Anoka County plan. <br />BACKGROUND <br />The City of Lino Lakes has historically worked with other cities in Anoka County as well as <br />the county itself in addressing the needs that present themselves when disaster strikes. In 2003 <br />the city passed a resolution entering into a formal All Hazard Mitigation Planning Process with <br />Anoka County. This process is designed to specifically identify potential hazards, their effects <br />if lost, and possible mitigation steps that may be taken to minimize their loss or the effects of <br />their loss. <br />In 2007 a plan was officially approved and has since been reviewed and updated by all those <br />entities involved. The Federal Emergency Management Administration (FEMA) requires this <br />plan to be reviewed and approved every 5 years. One of the steps in this approval is that each of <br />the participating cities must re- approve their involvement in the plan. In order for a city to <br />receive federal disaster assistance they must have an approved All- Hazard Mitigation plan. By <br />approving our involvement in the Anoka County plan, we will have met this federal <br />requirement. This is also a requirement for the city of Lino Lakes to be eligible for various <br />FEMA grants that may come up that would be utilized for mitigation projects. <br />Approval to participate in the ongoing plan does not restrict the city from developing one <br />independently, nor does it prevent the city from applying for grants independent of other Anoka <br />County government entities. Approval of the plan provides an avenue to define strategies and <br />resources to address the effects of a disaster, and it is drafted and designed with the agencies <br />and personnel we would most likely utilize in the event a disaster strikes Lino Lakes. <br />RECOMMENDATION <br />Approve the resolution affirming the City of Lino Lakes will remain a part of the Anoka <br />• County All- Hazard Mitigation Plan. <br />ATTACHMENTS <br />Anoka County All Hazard Mitigation Plan — City of Lino Lakes section <br />Resolution 12 -25 <br />
