Wedel, City Engineer <br />MEETING DATE: May 14, 2012 <br />TOPIC: Approve Plans and Specifications and Authorize Advertisement for <br />Bids, 2012 Sealcoat Projects <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND <br />In accordance with the City's Pavement Management Policy that was adopted by the City Council <br />on May 10, 2005, streets are selected annually for sealcoating. On January 9, 2012 the City Council <br />authorized the preparation of plans and specifications for the 2012 Sealcoat Projects. At that <br />meeting a map was presented indicating which streets were proposed to be sealcoated as part of the <br />2012 project. However, after inspecting the proposed streets this spring it was determined that the <br />streets identified within the Pheasant Hills subdivision are not in suitable condition to accommodate <br />sealcoating. These streets have been sealcoated in the past and the existing layer of sealcoat is <br />delaminating. Placing a new layer of sealcoat on these streets would be ineffective and not a <br />prudent use of the City's budget. These streets are at the point where only a mill and overlay will <br />provide any benefit. <br />After removing Pheasant Hills from the project scope, there was budget remaining to add different <br />streets to the 2012 project. We have therefore added the Quail Ridge, D. Erickson 2nd Addition, <br />and Rice Lake Estates to this year's project. These streets were previously scheduled to be <br />sealcoated in 2013. <br />This year, approximately 11.7 miles of streets will be sealcoated at an estimated total construction <br />cost of $316,321. This estimate includes the engineering cost to be paid by the hour which will not <br />exceed $12,800. Included in the engineering cost is the plan and specification preparation, bidding, <br />construction inspection, and project close out. The City has allocated a budget for all of the 2012 <br />Pavement Management projects of $467,250, of which $233,910 is available for the sealcoat <br />project. The project is purposely shown to exceed our current budget by $82,411. This was done <br />so that we can maximize the project area completed this year. Based on the actual bid results, we <br />can either reduce the project scope to fit within the City budget or utilize existing funds that are <br />available due to previous years projects coming in under budget. <br />
