Wedel <br />MEETING DATE: December 10, 2012 <br />TOPIC: Consider Resolution No. 12 -133, Authorizing Professional <br />Services to Prepare Amendment to Wellhead Protection Plan <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />On June 6, 2012, City staff met with representatives from the Minnesota Department of Health <br />to discuss the requirements for amending the City's Wellhead Protection Plan. The amendment <br />is broken down into Part I and Part II. Part I of the amendment includes the following items: <br />• Delineations of the Wellhead Protection Area (WHPA) <br />• Delineations of the Drinking Water Supply Management Area (DWSMA) <br />• Well and aquifer vulnerability assessments <br />The goal of the plan amendment is to prevent human - caused contaminants from entering the <br />water supply wells and to protect all who use the water supply from adverse health effects <br />associated with groundwater contamination. <br />The City Council is being asked to consider authorizing professional services for Part I only of <br />the plan amendment. The City is required to complete Part I by December 2013. The City <br />Council will be asked to consider authorization for professional services for Part II at a later <br />date. Part II is required to be completed by March 10, 2015. <br />The majority of the work for Part I involves ground water modeling. WSB has teamed up with <br />Leggette, Brashears, & Graham, Inc. (LBG) to provide the ground water modeling. The costs <br />break down as follows: <br />LBG $14,000 <br />WSB $ 3,500 <br />Total $17,500 <br />It should be noted that LBG was able to reduce their fee for the modeling since they will be <br />concurrently working on the modeling for the City of Hugo. Funding for the plan amendment <br />is proposed to come from the City's Water Fund. <br />WSB and LBG are immediately available to begin work on the Wellhead Protection Plan <br />Amendment Part I. <br />
