Resolution 13 -97, Authorizing Preparation of Plans and Specifications, 21St Avenue <br />Improvement Project <br />The following review is based on the submittal, Alino Addition Preliminary and Final Plat <br />prepared by SRF Consulting Group, Inc. dated October 9, 2013 and received October 11, 2013. <br />Analysis <br />Lot 1, Block 1 <br />4.96 <br />0.49 <br />5.45 <br />Outlot A <br />12.75 <br />1.41 <br />14.16 <br />Street Dedication <br />1.07 <br />0.26 <br />1.33 <br />TOTAL <br />18.78 <br />2.16 <br />20.94 <br />The final plat is generally consistent with the approved preliminary plat and meets the <br />performance standards of the Subdivision and Zoning Ordinance. Conditions of the preliminary <br />plat as listed in Resolution 13 -76 have also been met. 21st Avenue N will be extended the full <br />length of the property from CSAH 14 to the northern boundary. The applicant petitioned the <br />City for public improvements and the City Engineer is preparing plans and specs for the street <br />and utility design. Since the final plat is being approved and recorded prior to completion of the <br />design of the street and utilities, addition drainage and utility easements not shown on the final <br />plat may be required. <br />Full access for Lot 1, Block 1 and Outlot A will be created at approximately 600 feet north of <br />Main Street. A Declaration of Access Control will be required for future development of Outlot <br />A with right in/right out access at approximately 300 feet. <br />A Letter of Map Revision was issued by FEMA on September 5, 2000 which designated two <br />small flood hazard areas within the plat from Zone A to Zone X. <br />Park Dedication <br />A payment in lieu of park dedication is required for the proposed subdivision. The City's fee for <br />commercial property is $2,175 per net acre per platted lot. The total net area for Lot 1, Block 1 <br />is 4.96 acres. The total payment is lieu of dedication is $10,788. <br />$2,175 fee x 4.96 acres = $10,788 total <br />Please note the previous staff reports incorrectly used gross acres for park dedication <br />calculations. <br />2 <br />• <br />• <br />• <br />
