AGENDA ITEM 1 -01 <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: January 31, 2001 <br />TOPIC: Ryan/Target Project <br />BACKGROUND: The Environmental Board reviewed the project concept for <br />Ryan/Target at the last two Environmental Board Meetings under the title of <br />DellwoodLLC. Please find attached the project- tracking sheet. <br />Please find enclosed the formal project submittal documents for Ryan/Target. <br />The proposal dated January 16, 2001 was submitted to the Rice Creek Watershed <br />District on January 18, 2001. We have received no written response from the Rice <br />Creek Watershed concerning the plan submittal. <br />An Environmental Assessment Worksheet (EAW) will need to be completed for this <br />project. Please see Environmental Assessment Worksheet enclosed. The Permitting <br />Process sheet submitted by the developer targets the draft EAW on 1/26/01. The EAW <br />process itself takes much longer. See enclosed review timetable. <br />A grading plan has been submitted. <br />A tree inventory and preservation/restoration plan is enclosed. Please refer to enclosed <br />project narrative. The sentence that the "City has requested" to the "City has <br />suggested" that the remaining aspen and cottonwoods be removed from the site. The <br />suggestion was made in order to facilitate the proposal to restore a Tamarack area to <br />Tamarack species. The cottonwood/aspen encroached into the area after the 1960's <br />highway construction destroyed the Tamaracks that had adapted to the site. <br />Tamaracks are intolerant shade competition and best management would be to recreate <br />the Tamarack prototype without the competition. <br />Surface water infiltration proposals are indicated on the plan. The developer has been <br />encouraged to be as creative as possible in keeping water on the site. The Rice Creek <br />Watershed District will need to respond to the plan <br />Landscape plan has been submitted and includes the proposal to use structural soils, <br />tree planting around site, native grasses and forbs around drainage areas, and a <br />proposal to restore the presently impacted Tamarack area with 109 Tamaracks. <br />A lighting plan has been submitted. The lighting plan indicates conformance with the <br />City code. The light does not exceed 1 foot - candle at the centerline of adjacent streets <br />nor does it exceed .4 foot - candles on adjacent lots. <br />Wetland mitigation area is yet to be determined. Preliminary wetland delineation <br />completed. Must be substantiated in the spring. Data forms indicate that there are no <br />significant ground -story vegetation types, and a few remnant Tamarack tree species. <br />
