1. <br />• <br />• <br />CYAN <br />The following easements will be dedicated. <br />a. Standard drainage and utility <br />b. Cross access <br />c. Ingress/Egress <br />d. Right of Way <br />EASEMENTS <br />SITE ZONING VARIANCE <br />APPLICANT believes the appropriate zoning of the site is SC - Shopping Center zoning district <br />to accommodate a wide variety of retail and commercial oriented uses. This gives the city the <br />best level of control over site activity. This development project is consistent with the purpose <br />of the SC zoning ordinance to allow some flexibility in land redevelopment. <br />APPLICANT is also requesting lot area and setback variances for the SC- Shopping Center <br />District. Shopping Center zoning requires minimum lot areas of 3 acres, 50' building setbacks to <br />city streets and does not allow for common walls or zero side yard setbacks at lot lines. Refer to <br />the site plan and preliminary plat. <br />SUBDIVISION <br />APPLICANT is requesting preliminary plat approval. The preliminary plat addresses lot <br />subdivision, right of way dedication, utility and drainage easements, and outlots. <br />In accordance with City Zoning and Subdivision Regulations (Platting), APPLICANT intends to <br />provide land contributions to meet parkland and ROW dedication requirements. (Refer to <br />preliminary plat Outlots A, C, D, F, Apollo Drive and 77th Street Proposed ROW, and yet to be <br />determined Lake Drive ROW dedication) Proposed ROW and Outlot contributions to the <br />parkland and ROW requirements total 11.04 -acre of the total 41.86 -acre or 26% of development <br />land area. <br />APPLICANT will prepare all cross easements, ingress /egress easements and site maintenance <br />agreements for all properties. <br />CONDITIONAL USE PERMIT <br />The APPLICANT is requesting a conditional use for outdoor seasonal sales on behalf of Target <br />Corporation. SuperTarget stores typically have seasonal outdoor sales, such as, spring/sumrner <br />lawn and garden sales and autumn/winter holiday outdoor display and Christmas tree sales, see <br />site plan for location. Per city ordinance, seasonal outdoor sales events require a conditional use <br />permit. <br />The APPLICANT does not foresee any parking stall issues due to the seasonal use of a 40' x100' <br />(22 parking stall) area in the parking lot for seasonal sales. <br />PARSONS <br />TRANSPORTATION GROUP <br />Bartan- Aschmen • De Lem.
