Site Use <br />The developer has minimized impacts by redesigning the road and building pad <br />areas. The road used to be more "U" shaped and go through Outlot B. The road <br />now is separated into two cul -de -sacs that minimize wetland impacts. The <br />Southern cul -de -sac is mapped on top the Saddle Club property. The Developer <br />is in the process of purchasing a right of way from the saddle Club owners. The <br />saddle Club was recently purchased by another developer. Integra will pull the <br />cul -de -sac back onto his property should he not obtain an easement. Not a big <br />environmental issue but it shows the developer is trying to look beyond the <br />boundaries of his land in planning. House frontages have been reduced allowing <br />more room on the backsides of houses to preserve and buffer greenway <br />(Attachment 5). Drive lanes on the road have been reduced to 28 feet. This is <br />the minimum standard now in use. <br />The layout of the land on this site makes it difficult to design the desired trail into <br />the plan. The proposed trail has been placed in such a fashion that wetland <br />impact has been minimized. Note the boardwalk sections on Attachments 3, 4, <br />5. and that roadway is being used as designated trail connections. <br />Engineering still has to verify the proposal for conformity to engineering <br />standards, particularly for water elevations. Minimum lot size must be confirmed <br />with Planning and Zoning. <br />Conservation Easement <br />A Conservation Easement is proposed for the site. See Attachment 5. This <br />Conservation Easement should be written in a similar manner to the Foxburough <br />Conservation Easements, Covenants and Restrictions document of Foxburough. <br />Similar dollar amounts should be applied to The Preserve. That is, in <br />Foxburough, $40,000 initial startup restoration dollars, $100,000 Trust fund and <br />$100 per lot Association Fees were applied. It would be alright with The <br />Preserve to look at more of the trust dollars be used up front in initial restoration <br />efforts. <br />Restoration and Management Plan <br />The Developer has submitted a Restoration and Management Plan for the <br />Conservation area of The Preserve (Attachment 12). This Document is intended <br />to guide the restoration and management of the natural areas in the future. The <br />document submitted is comprehensive. Critical Connections will be at the <br />meeting to address questions concerning restoration and management plans, as <br />well as give a more comprehensive existing conditions update. In addition, <br />public value statements submitted by Integra are included as Attachment 13. <br />
