12 <br />June 8, 1981 <br />Mr. Schumacher said he had talked with. the DNR and they are checking <br />the map as proposed by Anoka County but there has not been any indication <br />of either approval or disapproval. <br />The general consensus of the Council was that the DNR amp was on the <br />extreme and Anoka County's map was on the conservative side of noting <br />the wet lands. <br />Mr. McLean moved to endorse the Anoka County Wet Lands Map. Seconded <br />by Mr. Kulaszewicz. Motion carried unanimously. <br />RESOLUTION 81 -15 <br />This Resolution would approve the City Administrator's withdrawal from <br />membership in the PERA. Mr. Schumacher pointed out this is special <br />Legislation jsut signed by the Governor and will allow the persons who <br />serve in this position to get into a retirement fund that they can stay <br />in regardless of what state they work in. This does not make any changes <br />in the current costs to the City or to the Employee. Mr. Schymacher <br />pointed out that he only has thirty days in which to make a decision on <br />this matter. <br />Mr. McLean moved to adopt Resolution 81 -15. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. <br />ENGINEER's REPORT <br />Mr. Meister reported that they have made final inspection on Andall <br />Street, Improvement 80 -2 and found it has been constructed according <br />to the requirements of the City and recommended final payment upon <br />receipt of a performance bond for one year. <br />Mr. McLean moved to accept the porject based on the recommendation of <br />Milner Carley Associates and authorize payment upon receipt of the <br />performance bond in the amount of 100% of the contract amount. Seconded <br />by Mr. Kulaszewicz. Motion carried unanimously. <br />BLOCK PARTY REQUEST - OAKWOOD DRIVE <br />This request had been submitted by Mr. Peter Rosentha. Mayor Gourley <br />said he and talked with Mr. Rosenthal and had informed him that liquor <br />should not be on the street - it should be kept on the private property. <br />Mr. Kulaszewicz moved to approve this request. Seconded by Mrs. Elsenpeter <br />Motion carried unanimously. <br />OLD BUSINESS <br />The motion approving the fence installation for Molin Concrete should <br />be reconsidered. Mrs. Elsenpeter moved to reconsider the motion made <br />by Mr. Jaworski at the May 26, 1981 meeting. Seconded by Mr. Kulaszewicz. <br />on reconsidering the motion, the motion failed unanimously. <br />Mr. McLean moved to amend the current special use permit in effect for <br />Molin Concrete to include the installation of the fence without the <br />security arm, with the stipulations that the driveway on 4th Avenue <br />be vacated and that the trees that have been plated for screening not <br />be disturbed and to include approval of a building expansion. Seconded <br />by Mrs. Elsenpeter. Motion carried unanimously. <br />
