August 10, 1981 <br />4c <br />The regular meeting of the Lino Lakes City Council was called to order <br />at 7:30 P.M., August 10, 1981 by Mayor Gourley. Members present; McLean, <br />lirElsenpeter, Kulaszewicz. Members absent; Jaworski. Mr. Locher, Mr. Kluegel <br />and Mr. Schumacher were also present. <br />Mayor Gourley noted that Mr. Jaworski is ill and that there are a number of <br />items on the agenda that should be discussed by the full Council. In light <br />of this the Chair moved that the Council should handle items 1,2,3,4,6, and <br />7 and the balance of the agenda be laid over until Thursday night at 7:30 <br />P.M. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Kulaszewicz moved to approve the minutes of the July 27, 1981 Council <br />meeting as presented. Seconded by Mrs. Elsenpeter. Motion carried <br />unanimously. <br />Mr. Kulaszewicz moved to approve the disbursements as presented. Seconded <br />by Mr. McLean. Motion carried unanimoully. <br />OPEN MIKE <br />Mayor Gourley said he had a note saying that someone wanted to discuss <br />concerns on LaMOtte Drive. There was no one in the audience to address <br />this concern. <br />Mr. Robert Doocy, representing the Circle Lex Lions Club presented the <br />Council a request to use Sunrise Park for Sandburr Days, September 12th <br />and 13th, 1981. He gave each Council member a copy of the Lions News <br />Release that gives further information on the planned Sandburr Days. Mr. <br />Doocy noted that the festival will remain pretty much the same as the past <br />two years with teh addition of hot air balloon rides and a 28 unit carnival <br />as well at St. Josehp bringing ina bingo tent. There will be a 10 kilometer <br />road race on Saturday morning and a kiddies parade at 1:30 on Saturday. <br />Everything else will be the same as the past two years. <br />Mr. Doocy said he was here to request a 3.2% beer permit for September 12th <br />and 13th and he also gave the Clerk a Certificate of Insurance showing the <br />Club's coverage. Mr. McLean asked if the hot air balloon rides would <br />originate out of the park and Mr. Doocy said, Yes. Mr. Doocy said the <br />JC's are handling this and will provide a rider on their insurance for this <br />coverage. Mr. McLean asked if there was a permit to be issued for this <br />occassion and he was told, No, but a deposit of $50.00 is required for <br />each occassion. <br />Mr. McLean asked about the 28 unit carnival and Mr. Doocy explained those <br />will be games for children, ring toss, etc. <br />Mayor Gourley noted that the Church will have to apply for a bingo license. <br />This specific date is probably not noted on their present license. This <br />can be handled by the Council on Thursday evening if the Chruch applies <br />this week. The insurance rider for the balloon rides can come any time <br />before the event. <br />Mr. McLean moved ti issue a 3.2% beer permit to the Circle Lex Lions Club <br />for September 12th and 13th for Sandburr Days contingent upon Mr. Locher <br />approving the insurance. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimously. <br />Mr. McLean moved to authorize the Circle Lex Lions Club of use Sunrise <br />
