August 24, 1981 <br />65 <br />Mr. Jaworsk moved to adopt the Resolution setting September 17, 1981 for <br />the public sale of $2,150,000.00 temporary bond issue. Seconded by Mrs. <br />Elsenpeter. <br />Mr. Ross said that he didn't believe that any thing of this importance can <br />be voted on tonight after the precedence the Council has set at the August <br />10th meeting when the Council said that the project is too important to <br />vote with the lack of a full Council and you certainly have no full Council <br />tonight- you only have three people here and I don't see how under any <br />cir cumstances you can vote in good faith and good conscience. <br />Mayor Gourley noted that the action to be taken here is no different than <br />the action that has already been taken - it is merely the approval of the <br />formal Resolution. This is the same action that was taken at the last <br />meeting. <br />The vote on the motion was unanimous. <br />MRS. DUMER - KENNEL LICENSE REGULATIONS <br />Mr. Dumer said she had been given a warning for having three dogs. She says <br />at this time she has given away one of the dogs so she conforms to the <br />Ordinance. She said she had called several other places in the area and <br />presented figures from these communities. <br />She asked why there is a difference of from 15 to 25 dollars? why there is <br />an escrow accout? why no distinction is made as to what the animals are <br />to be used for? <br />I Mrs. Elsenpeter noted that she felt that the Ordinance dealing with Kennel <br />licenses is very vague. <br />1 <br />Mr. Schumacher pointed out that the City is in the process of having the <br />Ordinances codified and this should clarify some of these problems. <br />PUBLIC HEARING - ANDALL STREET <br />The public hearing for the assessments on Andall Stree was called to order <br />at 8:00 P.M. The Clerk presented the notice of publication and the mailing <br />list. The assessment roll was presented to the Council for their consider- <br />ation. The total assessment for that street is $30.69 per front foot. <br />Mayor Gourley asked if there was any one in the audience who had come to <br />speak on this assessment and there was none. <br />Mr. Schumacher pointed out this is for a seven year period and will be <br />certified to the County to be placed on the tax rolls. <br />Mr. Jaworski moved to approve this assessment roll and adopt the Resolution <br />for the improvement of Andall Street. Seconded by Mrs. Elsenpeter. Motion <br />carried unanimously. <br />Mr. Jaworski moved to close the hearing. Seconded by Mrs. Elsenpeter. <br />Motion carried unanimously. <br />LANTERN LANE AND LANTERN CIRCLE <br />The Public Hearing for the assessment on Lantern Circle and Lantern Lane <br />was called to order at 8:15 P.M.
