66 OUTLOT H REAPPORTIONMENT - RESOLUTION 81 -31 - HEARING - 8:18 R.M. September 14, 1981 The Clerk reported this spreading the existing assessments on Outlot H over the newly platted lots. These are not new assessments. Mr. McLeam moved to approve the reapportionment of the special assess- ments on Outlot H and to adopt Resolution 81 -31. Seconded by Mrs. Elsenpeter. Motion carrid uannimously. Mrs. Elsenpeter moved to close the Hearing at 8:25 P.M. Seconded by Mr. McLean. Motion carried unanimously. ATTORNEY's REPORT Mr. Locher had no report. FEASIBILITY STUDY - LAKES ADD. #7 Mr. Schumacher reported that El Rehbein & Son has presented a Letter of Credit in the amount of $6000.00 to cover the costs of this feasibility report. Mr. McLean asked Mr. Locher if this is legal and Mr. Locher said, Yes, if the project fails the Letter of Credit pays for the cost and if the project proceeds, the feasibility costs become a part of the project costs. Mr. McLean moved to order a feasibility study to be done by Carley Engineering for Lakes Add. #7 with the stipulation that the costs of this study will be paid by the Letter of Credit if the project fails to pro- ceed. Seconded by Mr. Kulaszewicz. Motion carried unanimously. A recess was called at 8:45 P.M. The meeting reconvened at 8:55 P.M. ENGINEER'S REPORT 49 Club Sewers - Mr. Gotwald presented the plans and specifications for this sewer project to the Council for their consideration and approval. Mr. Gotwald reported that he would need authorization from the Council to advertise for bids if the plans and specifications are approved. It was reported that Mr. Meister is putting together an agreement for the consideration of the Shoreview Council and Mr. Gotwald said he had talked with Shoreview and felt there would be no problems. After some discussion, Mr. McLean moved to approve the plans and spec- ifications for the 49 Club Sewer Project and authorized the advertisements for bids. Seconded by Mr. Kulaszewicz. Motion carried unanimously. SHENANDOAH II - PLANS AND SPECIFICATIONS - STREETS Mr. Gotwald presented the plans and specifications for the installation of the streets in the Shenandoah II project. Mr. Rehbein had written a letter informing the Council that this project will be completed in phases. He had prepared a map designating the three phases of con- struction. Mr. McLean objected to such a loose arrangement. It was suggested putting a time limit for the installation of the streets.
