66 <br />OUTLOT H REAPPORTIONMENT - RESOLUTION 81 -31 - HEARING - 8:18 R.M. <br />September 14, 1981 <br />The Clerk reported this spreading the existing assessments on Outlot H <br />over the newly platted lots. These are not new assessments. <br />Mr. McLeam moved to approve the reapportionment of the special assess- <br />ments on Outlot H and to adopt Resolution 81 -31. Seconded by Mrs. <br />Elsenpeter. Motion carrid uannimously. <br />Mrs. Elsenpeter moved to close the Hearing at 8:25 P.M. Seconded by Mr. <br />McLean. Motion carried unanimously. <br />ATTORNEY's REPORT <br />Mr. Locher had no report. <br />FEASIBILITY STUDY - LAKES ADD. #7 <br />Mr. Schumacher reported that El Rehbein & Son has presented a Letter of <br />Credit in the amount of $6000.00 to cover the costs of this feasibility <br />report. <br />Mr. McLean asked Mr. Locher if this is legal and Mr. Locher said, Yes, if <br />the project fails the Letter of Credit pays for the cost and if the project <br />proceeds, the feasibility costs become a part of the project costs. <br />Mr. McLean moved to order a feasibility study to be done by Carley <br />Engineering for Lakes Add. #7 with the stipulation that the costs of this <br />study will be paid by the Letter of Credit if the project fails to pro- <br />ceed. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />A recess was called at 8:45 P.M. The meeting reconvened at 8:55 P.M. <br />ENGINEER'S REPORT <br />49 Club Sewers - Mr. Gotwald presented the plans and specifications for <br />this sewer project to the Council for their consideration and approval. <br />Mr. Gotwald reported that he would need authorization from the Council to <br />advertise for bids if the plans and specifications are approved. <br />It was reported that Mr. Meister is putting together an agreement for the <br />consideration of the Shoreview Council and Mr. Gotwald said he had talked <br />with Shoreview and felt there would be no problems. <br />After some discussion, Mr. McLean moved to approve the plans and spec- <br />ifications for the 49 Club Sewer Project and authorized the advertisements <br />for bids. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />SHENANDOAH II - PLANS AND SPECIFICATIONS - STREETS <br />Mr. Gotwald presented the plans and specifications for the installation <br />of the streets in the Shenandoah II project. Mr. Rehbein had written a <br />letter informing the Council that this project will be completed in <br />phases. He had prepared a map designating the three phases of con- <br />struction. <br />Mr. McLean objected to such a loose arrangement. It was suggested putting <br />a time limit for the installation of the streets. <br />
