September 28, 1981 <br />These minutes were considered and approved as presented at a regular <br />meeting held on October 13, 1981. <br />ir'4u=e <br />Edna L. Sarner, Clerk - Treasurer <br />October 5, 1981 <br />A Special Council meeting was called to order at 8:10 P.M., Monday, <br />October 5, 1981 by Mayor Gourley. Members present; Kulaszewicz, Jaworski, <br />Elsenpeter, McLean. Mr. Schumacher, Mr. Volk and Chief Myhre were also <br />present. <br />The purpose of this special meeting was to consider the 1981 tax levy, <br />collectable in 1982 and to consider the preliminary 1982 budget. <br />RONALD BROWN - VARIANCE <br />Mr. Brown requested a variance to Ordinance #56, Section 4.16, side yard <br />set back. He would like to have his setback for his garage 16' rather <br />than the required 40'. The Council had reviewed his site and the letter <br />of approval from the Anoka County Highway Department. Mayor Gourley <br />moved to approve the variance. Mr. McLean seconded the motion. Motion <br />declared passed. <br />PUBLIC HEARING - FEDERAL REVENUE SHARING <br />The Public Hearing on the Budgetary use of the Federal Revenu Sharing <br />Funds was called to order at 8:20 P.M. Mr. Schumacher said he had hoped <br />this money, $46,457 could be earmarked for purposes other than operational <br />uses. Mr. Jaworski suggested that one use could be an alternate energy <br />source for the water pump in Country Lakes. The cost could be $40,000 and <br />this would mean that something would have to be cut out of the budget so <br />that this particular item could be included in the budget. <br />Mayor Gourley moved that the Federal Revenue Sahing be used for budgeted <br />Capital Outlay. Mr. Schumacher suggested that the money be used for road <br />upkeep since he had planned to purchase the major Capital Outlay items <br />with Certificates of Indebtedness. Mayor Gourley's motion died for lack <br />of a second. <br />Mr. McLean moved that the 1982 Federal Revenue Sharing of an estimated <br />$46,457 be included in the 1982 budget and be expended for Capital <br />Improvements. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Mr. Jaworski moved to close the hearing. Mr. Kulaszewicz seconded the <br />motion. Motion declared passed. <br />CONSIDERATION OF CERTIFICATION OF THE LEVY. <br />Mr. Jaworski moved to waive the "no smoking" rule. Mr. McLean seconded <br />the motion. Motion carried unanimously. <br />Mr. Schumacher presented a prepared Resolution setting the 1981 Levy to <br />be collected in 1982. <br />
