September 28, 1981 These minutes were considered and approved as presented at a regular meeting held on October 13, 1981. ir'4u=e Edna L. Sarner, Clerk - Treasurer October 5, 1981 A Special Council meeting was called to order at 8:10 P.M., Monday, October 5, 1981 by Mayor Gourley. Members present; Kulaszewicz, Jaworski, Elsenpeter, McLean. Mr. Schumacher, Mr. Volk and Chief Myhre were also present. The purpose of this special meeting was to consider the 1981 tax levy, collectable in 1982 and to consider the preliminary 1982 budget. RONALD BROWN - VARIANCE Mr. Brown requested a variance to Ordinance #56, Section 4.16, side yard set back. He would like to have his setback for his garage 16' rather than the required 40'. The Council had reviewed his site and the letter of approval from the Anoka County Highway Department. Mayor Gourley moved to approve the variance. Mr. McLean seconded the motion. Motion declared passed. PUBLIC HEARING - FEDERAL REVENUE SHARING The Public Hearing on the Budgetary use of the Federal Revenu Sharing Funds was called to order at 8:20 P.M. Mr. Schumacher said he had hoped this money, $46,457 could be earmarked for purposes other than operational uses. Mr. Jaworski suggested that one use could be an alternate energy source for the water pump in Country Lakes. The cost could be $40,000 and this would mean that something would have to be cut out of the budget so that this particular item could be included in the budget. Mayor Gourley moved that the Federal Revenue Sahing be used for budgeted Capital Outlay. Mr. Schumacher suggested that the money be used for road upkeep since he had planned to purchase the major Capital Outlay items with Certificates of Indebtedness. Mayor Gourley's motion died for lack of a second. Mr. McLean moved that the 1982 Federal Revenue Sharing of an estimated $46,457 be included in the 1982 budget and be expended for Capital Improvements. Seconded by Mr. Kulaszewicz. Motion carried unanimously. Mr. Jaworski moved to close the hearing. Mr. Kulaszewicz seconded the motion. Motion declared passed. CONSIDERATION OF CERTIFICATION OF THE LEVY. Mr. Jaworski moved to waive the "no smoking" rule. Mr. McLean seconded the motion. Motion carried unanimously. Mr. Schumacher presented a prepared Resolution setting the 1981 Levy to be collected in 1982.
