162 <br />Council Meeting <br />March 8, 1982 <br />Mr. Schumacher reported that the anticipated State Aid for 1982 has been <br />reduced according to the latest information from the State, leaving an <br />expected surplus of $31,992.00 at the end of the year. <br />Mr. Marier said he was concerned that the City does not have the revenues <br />to cover the anticipated increase in the budget. He felt the budget <br />should be readjusted. <br />Mr. Schumacher pointed out that one of the large increases - 49% in the <br />road department - this included the purchase of a new truck which has <br />been provided through the Certificates of Indebtedness and distorts the <br />increase in that department. Mr. Schumacher pointed out several areas <br />of anticipated revenues that are not included in the budget. <br />Mr. Marier presented his proposed cuts in the budget as follows: Adm. - <br />$15,000.00; Police Department = $17,000.00; Parks - $11,000.00; Gov't <br />Building - $6,000.00; Consultants - $10,000.00; Building Inspector - <br />$6,000.00; Shop - $1,500.00. Along with that, no increase in head count. <br />Mr. Reinert felt that the Mayor should be present at these discussions <br />and he asked Mr. Schumacher if there was any way to graph this in order <br />to indicate when the City would be getting into a cash flow problem. <br />Mr. Schumacher indicated that the City will not receive any funds until <br />the last six months of the year. <br />Mr. Schumacher asked to have some time to put more information together <br />as to the revenues. There was a questions as to the cost of the special <br />census and Mr. Schumacher reported that he had talked to Washington and <br />he expects an extimated cost figure within the next three weeks. <br />Mrs. Elsenpeter asked for a copy of Mr. Marier's recommendations and Mr. <br />Marier said he would get it prepared for the Council. <br />Mr. Elsenpeter moved to adjourn. Seconded by Mr. Reinert. <br />Mr. Kulaszewicz asked about the consideration of a Fiscal Agent - should <br />this also be on the agenda? Mr. Reinert felt this discussion should be <br />held until the Mayor is present and requested this be put on the next <br />agenda. <br />The motion to adjourn carried unanimously. 9:30 P.M. <br />These minutes were considered, corrected and approved at a regular Council <br />meeitng held on March 22, 1982. <br />dna L.
