Council Meeting <br />March 8, 1982 <br />Mr. Kulaszewicz reported looking into the Police Commission. He has talked <br />to people involved with criminal justice and the advice he has received is <br />to go slow on the formation of this commission. <br />Mrs. Elsenpeter said her understanding was that Mr. Kulaszewicz was to bring <br />back information for the Council to decide as to whether there should be a <br />Police Commission or an Advisory Board. <br />Mr. Kulaszewicz elt that the direction given to him as more toward a Police <br />Commission. <br />Police Contract - Mr. Schumacher reported that he had met with the Ways and <br />Means Committee on this matter on Wednesday, March 3, 1982, and presented <br />the results of his negotiations with this Union. This settlement is a 9$ <br />salary increase for the Police personnel. <br />Mr. Marier moved to approve the 9% salary increase for the Police Department <br />personnel. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />CONSIDERATION OF APPOINTING CITY ENGINEER <br />It was the consensus of the Council this decision should be delayed. Mr. <br />Marier moved to table this decision until April 12, 1982. Seconed by Mrs. <br />Elsenpeter. Motion carried unanimously. <br />BUDGET <br />IMr. Marier said the increase for 1982 in revenues was 35%. He did not feel <br />that the City can make that. He pointed out the deficit in the receipts <br />for 1981. <br />Mr. Schumacher reported on his findings as to the unpaid taxes for 1981. <br />Mr. Marier felt this should be taken into account when the budget is pre- <br />pared. Mr. Schumacher pointed out that it has been anticipated that 20% <br />of the levy would not be received. <br />Mr. Schumacher presented the analysis that had been prepared for 1981, <br />noting that some anticipated income for 1981 had not been received until <br />1982 and since this City is on an accrual accounting system, this wipes <br />out the deficit at the end of the year. <br />Mr. Schumacher went through the analysis noting the areas of over and the <br />areas that were under budget. <br />Mr. Marier went through each department noting the percentage of increase <br />in each department for 1982 over 1981. <br />Mr. Schumacher said the total deficit as of December 31, 1981 was $145,295.00 <br />There was a transfer of $72,680.00; this reduced the deficit to $77,276.00 <br />as of December 31, 1981 leaving a negative balance of $77,276.00. Mr. <br />Schumacher pointed out the State Aids that were not received in 1981 and the <br />Centerville Police Contract. These receipts were budgeted for 1981 and <br />received in 1982 in the amounts of ; State Aid - $82,599.00 and Centerville - <br />$7600.00, which leaves a positive balance of $12,824.00 at the end of 1981. <br />Mr. Schumcaher pointed out that these funds are not included in the 1982 <br />budget. <br />
