1 <br />Council Meeting <br />March 22, 1982 <br />167 <br />Mrs. Elsenpeter moved that these three documents be forwarded to the Planning and <br />Zoning Board and in turn, they be reviewed by the Task Force and their recommendations <br />be forwarded to the Council. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Mr. Kulaszewicz moved the procedure presented by the City Attorney be used for this <br />project only on approval of the bid. Seconded by Mrs. Elsenpeter. Motion carried <br />unanimously. <br />A recess was called at this point in the meeting. The meeting reconvened at 9:00 P.M. <br />Mr. Marier had arrived. <br />PUBLIC HEARING - REZONING - NATHE <br />This public hearing was called to order at 9:00 P.M. The Council was informed that <br />Mr. Nathe had requested that consideration of this request be tabled. <br />Mr. Marier moved to table consideration of the rezoning. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. <br />CLERK's REPORT <br />The Clerk reported that Mr. Lang's office has called and cancelled the Tax Assistance <br />meeting scheduled for April 7, 1982. This meeting had been scheduled to assist Senior <br />Citizens with their property tax refund forms. The County will not have the tax <br />statements out by that date. The meeting will be rescheduled. <br />ATTORNEY's REPORT <br />Mr. Hawkins had forwarded his fee schedule for Council. consideration. After some <br />discussion, Mr. Kulaszewicz moved to approve this fee schedule. Seconded by <br />Mr. Marier. Motion carried unanimously. <br />There was some discussion on the matter of mileage and the issue of a conflict of <br />interest. Mr. Hawkins said the mileage is a minor item and in case of a conflict of interest, <br />Mr. Hawkins would withdraw from consideration from both communities and bring in a different <br />firm to handle the case. <br />PROJECTED REVENUES AND DISBURSEMENTS - 1982 <br />Mr. Schumacher presented a graph showing the expected revenues and disbursements for <br />the year 1982. He explained the highs and lows of this graph. <br />Mr. Schumacher presented an example of what the City's 2.5 mil rate increase would <br />represent to a home owner. This would make approximately a $25.00 raise in taxes <br />on a $50,000.00 home. <br />Mr. Marier felt the increase in the budget would not be met. There was a discussion <br />on the anticipated receipts - Mr. Marier wanted the Certificates of Indebtedness <br />included in the total. <br />Mayor Benson asked what this Council wants to see in order to make a decision on <br />this matter. <br />Mr. Marier said he wanted the exact projected expenditures for the second quarter <br />including all receipts and disbursements. <br />
