IIIMr. Reinert moved to approve this Variance. Seconded by Mr. Marier. <br />Council Meeting <br />June 28, 1982 <br />Mrs. Elsenpeter asked if there were easements on the Westerly lots and was told, no. <br />Those lots had been sold previously and the owners will have to submit deeds if and <br />when the lots are split. <br />1 <br />Mr. Schumacher said this variance is for Parcel A, there are other lots that will be <br />sold, there are 8 other lots to be sold, this variance may be for only this Parcel or <br />it may include all other lots. <br />Mr. Reinert felt this variance is for just Parcel A, the others will need to be handled <br />at another time. <br />Motion carried unanimously. <br />Mr. Lindgren said his understanding was this variance recommend for approval by the <br />Planning and Zoning included all unsold lots. <br />Mr. Schumacher said he had discussed this with Mr. Kluegel and he had indicated that <br />this approval was for just Parcel A and the others would have to be dealt with on an <br />individual basis. Mr. Schumacher pointed out the variance application is for Parcel A. <br />Mrs: Henriksen said he had understood this would clear the whole subdivision. Mr. Marier <br />pointed out that the application is for only Parcel A. <br />Mr. Henriksen was advised to submit an application for the remaining lots. <br />Special Use Permit - Neimczyk - Beauty Shop - Planning and Zoning had recommended <br />approval of this request noting that all persons within 350' had been notified, this <br />is for a one -chair shop and therefore should not create any parking problems, there must <br />be a license issued by the State Board of Cosmetology. This special use permit is the <br />first step since she must have local permission before the license will be issued. <br />Mr. Kulaszewicz moved to approve the Special Use Permit to allow the operation of a <br />one -chair Beauty Shop in a Residential area. Seconded by Mr. Reinert. Motion carried <br />unanimously. <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROPOSAL <br />Mr. Schumacher reported that Anoka County's application for Community Block Grant Funds <br />has been approved to include the City's application for the Senior Citizen's Center to <br />be constructed in conjunction with City Hall. Mr. Schumacher noted that he had been <br />working with Mr. Ed Vogt, an architect, who had submitted a proposal for the design of <br />this addition. <br />Mr. Reinert asked how this person was contacted and Mr. Schumacher said that Mr. Vogt <br />had worked with him last year on a study for the expansion of City Hall. He had also <br />discussed this with TKDA and felt that since this is such a small project, they could <br />not be competitive. <br />Mr. Marier moved to take a look at a couple of other firms for some other figures to <br />consider. Seconded by Mr. Kulaszewicz. <br />Mrs. Elsenpeter asked when this would be done and Mr. Marier said, as soon as it is on <br />the agenda. <br />Mr. Schumacher asked if there would be interviews, etc. and Mr. Marier said, no, just <br />get some other bids. <br />
