IMrs. Elsenpeter explained that the disbursements in connections with the Cable TV is <br />all of the expenses incurred as to printing since this started over a year ago. <br />Mr. Kulaszewicz. Motion carried unanimously. <br />DISBURSEMENTS - DECEMBER 13, 1982 <br />Council Meeting <br />December 13, 1982 <br />of 3 <br />Mr. Kulaszewicz moved to approve the disbursements as presented. Seconded by <br />Mr. Marier. Motion carried unanimously. <br />OPEN MIKE <br />Mr. Henry Meirs appeared before the Council explaining that he had appeared before the <br />Planning and Zoning and had received approval for the moving of a house. He appeared <br />before the Council seeking permission now in order to get the house moved before bad <br />weather. <br />The house is located at 525 Birch and is to be moved approximately 11 miles East of <br />the present location. <br />Mr. Kluegel and Mrs. Elsenpeter had inspected this house and he reported that it meets <br />City specifications. Mr. Kluegel noted that Mr. Meirs needs a Special Use Permit for <br />access to a County Road and he has obtained all the necessary permits. <br />Mr. Marier moved to approve this request. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimous ly . <br />BUILDING OFFI CIAL's REPORT <br />Mr. Kluegel reported on the Special Use Permits that he had been instructed to check <br />out. The first one was Mr. Harold Bisel who has a small engine repair shop. Mr. Reinert <br />had questioned the sale of equipment at this location. Mr. Kluegel reported that the <br />Special Use Permit allows for the repair and sale of small engine equipment. He felt <br />that Mr. Bisel was within the stipulations of the Special Use Permit issued to him. <br />Mayor Benson questioned the additional garage put up and the business expanded. <br />Mr. Bisel said the additional building is a storage building only, has no floor or <br />heat - he uses it to store old cars. <br />The next inquiry deals with the Special Use Permit issued to Mr. Suchy. <br />Mr. Kluegel and Mr. Christenson, Anoka County Health Department, had inspected the <br />premises and had found Mr. Suchy in conformance with the exception of a problem with <br />the septic system. There was discussion of this problem with Mr. Suchy being informed <br />that this must be repaired according to City specifications. <br />Mayor Benson asked for the stipulations on the Special Use permit and Mr. Kluegel read <br />them and he felt that Mr. Suchy was in conformance with all stipulations with the ex- <br />ception of the septic system discharge. Mr. Suchy was informed that this must be repaired. <br />ANIMAL CONTROL PROPOSAL <br />IChief Myhre presented the proposal received by the City from the White Bear Animal Control <br />noting that this was purchased from the City of White Bear by Mr. Thomas Angley. <br />Mr. Angley was present and presented his background in this business for the Council. <br />Mayor Benson had several questions which Mr. Angley answered. <br />
