22 <br />April 11, 1983 <br />Mr. Davidson presented his recommendations for the solving of this <br />problem. Mr. Davidson said there is no easy solution to this pro- <br />blem - there needs to be more study done on the area. <br />Mrs. Elsenpeter felt taht this area should drain into the Lake Drive <br />Project being done by the County. Mr. Davidson said he can contact <br />Mr. Paul Ruud for information on this. <br />Mr. Antonizza, a resident, disagreed with the proposed ditch - he felt <br />it was too deep and too wide for an area with children. <br />There was discussionon the size and type of pipe that should be used. <br />Mrs. Elsenpeter moved to authorize the research of this problem with <br />the County in reference to the Lake Drive project and to include the <br />County ditches. Seconded by Mr. Marier. Motion carried unanimously. <br />Mrs. Elsenpeter suggested that perhaps Mr. Davidson should take a look <br />at a larger area than just this plat, especially in conjunction with <br />the ditches. <br />A recess was called at 8:30 P.M. The meeting reconvened at 8:40 P.M. <br />ANOKA COUNTY RESOLUTION - SPECIAL LEGISLATION <br />Mr. Schumacher explained that this deals with a requiest from Anoka <br />County to support their efforts for special legislation to enable the <br />County to participate in the Community Development Block Grant Funds <br />priot to the time the po;ulation figure is released by Metro Council. <br />Mrs. Elsenpeter moved to authorize Mr. Schumacher to write letters <br />to the Anoka County Legislators supporting the county in their efforts. <br />Seconded by Mr. Marier. Motion carried unanimoua1y. <br />SENIOR CITIZEN BUILDING - COST BREAKDOWN <br />Mr. Schumacher explained this sets forth the costs for plans and <br />specifications for each of the two proposals as ordered at the last <br />Council meeting. He also explained that Mrs. Wright had asked for a <br />justification for the two sets of plans and there was some doubt as <br />to whether the CDBG funds would pay for both sets of plans. <br />Mr. Marier moved to have Mr. Schumacher put the reasons for the two <br />sets of plans in writing and forward to Mrs. Wright. Seconded by Mr. <br />Kulaszewicz. Motion carried with Mayor Benson voting, No. <br />OLD BUSINESS <br />Mr. Reinert questioned the appearance of the people from the County <br />in reference to the Regional Park - Mr. Schumacher said they would be <br />at the Council meeting scheduled for May 9, 1983. <br />Mr. Marier asked that the Resolution on the Open Space be checked <br />for confirmation. <br />Mr. Reinert asked if there has ever been a traffic study in regards <br />to the use of City streets to go into the County Park? Mr. <br />
