1 <br />1 <br />1 <br />April 11, 1983 <br />include a merit rating system to apply to these proposed salaries. <br />21 <br />Mr. Marier felt thatthis should be considered at the next meeting. He <br />noted there is a base rate increase for the 4 years that is based on <br />performance. Each employee will be evaluated and performance increases <br />will be given according to the performance percentage scale that the <br />evaluation puts them in. <br />Mr. Marier moved to table this issue until the April 25, 1983 meeting. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />PUBLIC HEARING - CITY CODE - FIRST READING <br />Mayor Benson called the public hearing to order at 7:34 P.M. <br />Mr. Schumacher explained this is the result of taking all the existing <br />City Ordinances and codifying them into a City Code. The Attorney <br />had made sure that all ordinances comply with State and Federal <br />regulations and this City Code conforms to the City Charter. <br />Mr. Reinert moved to waive the reading of the City Code. Seconded by <br />Mr. Kulaszewicz. Motion carried unanimously. <br />Mayor Benson asked if there were any questions or comments from the <br />audience and there was none. <br />Mrs. Elsenpeter moved to continue this hearing until April 25, 1983 at <br />7:30 P.M. for the second reading of the City Code. Seconded by Mr. <br />Marier. Motion carried unanimously. <br />ENGINEER's REPORT <br />Mr. Davidson reported on the small area of Lino Lakes located in and <br />around Lake Amelia that is not within any watershed district. The <br />State has passed a law that all lands must be within a watershed district <br />or a water management plan. There has been a proposal for a joint powers <br />agreement to deal with the water within this area. These agreements <br />mest be established by December of this year or the County will take <br />over the areas and manage the water in those affected areas. <br />Mr. Davidson recommended that the City participate in the formation <br />of a Water Management Plan. This would give the City representation <br />and control. <br />The are involved was pointed out on the map and discussed. There was <br />discussion as th why this area had been eliminated from the Rice Creek <br />Watershd District with Mr. Davidson explaining the flow of the water <br />is such that it could not be included in that district. <br />Mr. Schumacher reported that he had attended a meeting with Vadnais <br />Heights and this matter had been discussed. Mr. Schumacher said there <br />is another meeting scheduled. <br />Mr. Schumacher was instructed to attend the meeting and report back <br />to the Council. <br />Sherwood Greem - Water Problem - Mr. Nelson had called Mr. Davidson on <br />the water problem that has developed in that area adjacent to Lois Lane. <br />
