May 9, 1983 <br />Mr. Kluegel reported that he had inspected the systems and ccu1d not <br />detect an odor at the time he was there. Mr. Kluegel felt that all ,) <br />four systems are operating on Mr. Osheim's property. <br />29 <br />Mr. Marier moved to contact Anoka County Health Department and request <br />hat these systems be inspected and .a report be forwarded to the Council. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Melvin Neilson appeared before the Council with his concerns with Lois <br />Lane. He had written a letter to the Council stating his complaints. <br />Mr. Kulaszewicz reported that he and some of the other Council members <br />had inspected the area and agreed there is a problem. <br />Mr. Neilson suggested putting 'No Parking' signs along the street - <br />perhaps this would help in keeping the street clear. <br />Mr. Reinert recommended this Council concentrate on this problem and <br />get this area cleaned up. <br />Mayor Benson suggested that Mr. Neilson appear at the May 24, 1983 <br />Public Hearing on the Zoning Map and the Zoning Ordinance and express <br />his ideas at that time. <br />PLANNING AND ZONING BOARD ACTION <br />Mr. Melvin Rehbein had appeared before to Planning and Zoning Board <br />requesting a variance to the moratorium. He is asking ti split a <br />twenty acre parcel of land owned by his Mother into two parcels - one <br />of seven acres to add to a ten acre parcel he already owns - leaving <br />a thirteen acre parcel in his Mother's name. Mr. Kluegel reported that <br />the Planning and Zoning Board had recommended approval of this request <br />in that it is in conformance with the Comprehensive Land Use Pland and <br />the new Zoning Ordinance. <br />Mr. Marier moved to approve this variance in that it is in conformance <br />with the Comprehensinve Land Use Plan. <br />Mr. Hawking pointed out this would create two parcels of land - one <br />of seven acres and one of thirteen acres. There should be a stipulation <br />that the seven acre parcel must be combined with the ten acre parcel <br />under one legal description. Mr. Marier included this tiipulation. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />PARK BOARD REPORT <br />Mr. Schumacher reported on the proposal for a BMX track to be constructed <br />in Lino Lakes. Mr. Jim Klienhans had presented his proposal to the Park <br />Board on two separate occasions. At the last Park Board Meeting, the <br />Board had recommended approval of the concept and recommended approval <br />of the request to build the track at Lino Park. Mr. Schumacher turned <br />the discussion over to Mr. Klienhans who explained the procedure to the <br />Council. The Council had some questions as to materials used to con- <br />struct this track; how much space it would take; if the existing <br />facilities would be disturbed; and if the users would spill over into <br />the other areas. <br />Mr. Reinert questioned the parking facilities - would this not create <br />
