Mrs. Elsenpeter suggested the park land located in Wollan's <br />Estates be used for this track - it was generally felt this would be <br />unsupervised and there oauld be problems with all sortsi.'of bth r vdhicles. <br />Mrs. Elsenpeter asked when this would be ready for use and Mr. Klienhans <br />said he hoped it would be ready some time in July. <br />Mr. Reinert felt there should be someone from the staff working with <br />this program. Mr. Reinert moved this program be discussed and the <br />details worked out more completely. That the leadership of this pro- <br />ject, as far as the City is concerned, be handled by Mr. Schumacher <br />working with Mr. Volk, in order for Mr. Klienhans to have a contact <br />person to work with. Seconded by Mr. Marier. Motion carried uannimously. <br />PARK BOARD CITY CODE CHANGE - Mr. Schumacher reported the Park Board <br />had requested the City Code be changed to insure that all investment <br />income from dedicated park funds be returned to that fund. In the past <br />this money has been returned to the dedicated fund, but the City has <br />the flexibility to use that income in other areas, if needed. <br />It was generally felt that tis_:has been. -sdt this way to give the City <br />the necessary flexibility and the consensus of the Council was to <br />leave it that way. <br />ANOKA COUNTY PARK DEPARTMENT <br />Mr. David Torkildson appeared before the Council to discuss the Regional <br />Park and what is happening in that area. Mrs. Langfeld was to have <br />been here but Mr. Torkildson explained she is ill. <br />Mr. Torkildson presented the Council members with a small map showing <br />what the County has planned for the area. To date the roadways have <br />been completed and the bath house is completed. At that point the <br />Board had run out of money. Mr. Torkildson explained the money for <br />the nature center will not be available until 1989. The canoe access <br />and the public access is in place and being used. Mr. Torkildson felt <br />that the camp ground and money to complete the picnic area should be <br />available in 1984. There has been some discussion for the expansion of <br />the golf course but nothing definite. <br />Mr. Reinert asked how this park is classified and Mr. Torkildson said <br />this is a Park Preserve and this is the only one in the County. Mr. <br />Marier questioned the status of the Agreement and Mr. Torkildson said <br />he didn't know. <br />Mayor Benson asked what impact this park will have on the traffic in <br />this area? Mr. Torkildson felt that when this park is completely <br />developed, there could be several thousands using the park. Mayor <br />Benson asked if the County had discussed the impact this will have on <br />the City Streets and facilities in Lino Lakes? Mr. Torkildson said <br />there had been some discussion but nothing definite at this point in time. <br />There was some discussion on this matter. <br />Mr. Marier pointed out that along Centerville Lake and Peltier Lake <br />there has been a problem of debris. He also pointed out that there <br />are some of the City streets that the traffic has increased by a large <br />number. Mr. Torkildson asked what streets and Mr. Marier said the <br />1 <br />
