56 <br />June 13, 1983 <br />PLANNING AND ZINING AREPORT- MR. KLUEGEL <br />Mr. Kluegel presented the actions of the Planning and Zoning Board on <br />the preliminary plat of Rice Lake Estates and their recommendations to <br />the Council wass toset a Public Hearing for the rezoning of this pro- <br />perty to R7 to allow the construction of manufactured homes and one <br />outlot to be zoned for Neighborhood Business <br />Mr. Marier moved to set a Public Hearing on this rezoning requestfor <br />July 11, 1983 at 7:30 P.M., to instruct the Clerk to send out the pro- <br />per notice and the legal publications. Seconded by Mr. Reinert. Motion <br />carried unanimously. <br />ENGINEER'S REPORT <br />Mr. Davidson reported there had been four bidders for the seal - coating. <br />These biCs had been opened on June 7th and the low bidder was Allied <br />Blacktopping in the amount of $39,228.60. Mr. Davidson recommended this <br />contract be awarded to the lowest bidder. <br />Mr. Marier moved to award the seal- coating bid to Allied Blacktoppping. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />REILING ROAD EXTENSION <br />Mr. Davidson reported that he had met with the owner of property on that <br />street who wnats to build on one of theinteral lots and the street must <br />be extended. He reported that the survey crews have been out in the <br />area gathering information for establishing a design for the roadway. <br />There was some discussion of the applicant recovering some of the costs <br />of installing this street, in that it will benefit other-lots and the <br />owners have refused to participate in the installation. <br />SHERWOOD GREEN <br />Mr. Davidson reported onhis investigation of this problem noting that <br />a culvert was to have been installed under 4th Avenue but Mr. Davidson <br />felt this would drain the water onto other persons lands and the Engineer <br />from Rice Creek Watershed agrees with this analysis. Mr. Schumacher <br />will be receiving a letter from that Engineer on this matter. There <br />is also a holding pond to be installed. Mr. Nelson also is in the pro- <br />cess of completing the streets in that project. <br />Mr. Schumacher noted that on Mrs. Elsenpeter's questions on the work <br />being done by the County on Highway #8 draining that area, this had <br />been researched and nothing could be found on the subject. <br />Mrs. Elsenpeter moved to authorize the Enigneer to work with the developer <br />to solve the drainage for the Sherwood Green plat and to prepare costs <br />estimates for the streets with a recommended escrow fund; to hold build- <br />ing permits on Lots 5 and 6 until the problem is solved. Seconded by Mr. <br />Marier. Motion carried unanimously. <br />Mr. Reinert asked what other communities do to protect the reidents in <br />cases such as this and Mr. Davidson suggested perhaps doing a 2" con- <br />tour map of the City and when a developer comes in for a plat, sell him <br />the map for a reasonable amount. <br />
