74 <br />July 25, 1983 <br />Mrs. Valento and Mrs. Stimart also spoke against the use of this <br />Outlot noting their reasons for their objections. <br />Mr. Reinert moved to refer this to staff for research as to the <br />original intent for the use of this Outlot at the time of platting <br />and put this on the next agenda. Seconded by Mr. Marier. Motion <br />carried unanimously. <br />PLANNING AND ZONING ACTIONS <br />Rice Lake Estates - Preliminar Plat. - Planning and Zoning had recommend- <br />ed approval. Mr. Kluegel presented their recommendations ti include <br />the installation of a tot lot. <br />Mr. Davidson explained the options available for utilities and the <br />manner in which they could be supplied to this development. <br />Mr. Marier moved to research the time frame for sewer and the feasibility <br />of a water system. Seconded by Mr. Kulaszewicz. <br />Mr. Davidson read a memo from MWCC outlining the steps necessary for <br />the extension of the interceptor to the West border of the City. <br />Mr. Marier withdrew his motion and Mr. Kulaszewicz withdrew his second. <br />Mr. Reinert moved to approve the preliminary plat subject to review by <br />Rice Creek Watershed Board, DNT, MWCC, MC and any other approproate <br />agency, with Mr. Davidson to define the sewer service district as <br />discussed. Seconded by Mr. Marier. <br />Mrs. Elsenpeter made note of the fact that the street names in this <br />plat will have to be changed in that there are streets by those used <br />that do not intersect. <br />The motion carried unanimously. <br />Klosner /Goertz - Conditional Use Permit. - This is for the installation <br />of the office to the existing builiding and is needed for the installation <br />of a spetic system. A landscaping plan had also been presented. The <br />Planning and Zoning had recommended approval of this permit. <br />Mr. Marier moved to approve the recommendations of the Planning and <br />Zoning Board. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Removal of Hazardous Buildings - Mr. Kluegel presented an Order for the <br />Removal of the buildings on the Menkveld property on Lake Drive and <br />cited reasons for this request for removal. <br />Mr. Burke explained the process by which this order is handled. <br />Mr. Reinert moved to order the removal of these buildings. Seconded <br />by Mrs. Elsenpeter. Motion carried unanimously. <br />TRUCK PARKING IN A R1 ZONE <br />Mr. Schumacher presented the research done on this matter in other <br />communities noting that most all of the communities have the same <br />ordinance as this City. The manner of enforcement varies. <br />
