Council Meeting <br />August 22, 1983 <br />91 <br />The Clerk reported there are such maps in the office files. The Council <br />requested these maps be made available for their inspection. There is <br />Ialso a very specific legal description as to the area to be served by <br />Circle Pines. <br />IMr. Reinert felt that, in reference to the State Aid, that the small <br />communities should get together on this in order to protect their interest. <br />Mr. Schumacher felt that the larger suburbs will form a coalition and do <br />some very strong lobbying. Mr. Reinert felt that the outer fringe of the <br />Metro area will have to watch this also in orer to protect our interest. <br />Mr. Hawkins has a letter from the insurance company concerned with the <br />Reservation of Rights Agreement and teh Council should approve the signature <br />of the Mayor and Clerk. Mr. Reinert moved to authorize the Mayor and <br />Clerk to sign this letter. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimously.. <br />MARDON LETTER OF CREDIT <br />This had been discussed earlier in the meeting. Mr. Reinert moved to call <br />the Letter of C redit; to allow the developer a period of two weeks to <br />complete the project - if not completed, then the work to be done by the <br />City. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />LEGISLATIE ACTIONS - MR. SCHUMACHER <br />Mr. Schumacher reported on some of the actions taken by the past Legislature <br />that will have a direct affect on the City. 1) the splitting of the fines, <br />under the new system, the Citywill receive two thirds of the fines instead <br />of the current one -half. 2) the local State Aid - some communities will <br />be losing some funds, however, the City will receive approximately $10,000.00 <br />more for 1984. 3) a special packet must be made up for the public and be <br />available at each meeting including all items sent to the City Council. <br />Mr. Reinert moved that a letter be sent to this City's legislators re- <br />questing that this matter be watched very closely as to the affect any <br />changes would have on this City. Seconded by Mrs. Elsenpeter. Motion <br />carraied unanimously. <br />Mr. Schumacher reported on the change in the law that allows liquor to be <br />sold on a State wide Election day. <br />Mr. Reinert asked if a meeting had been set up with Rep Quinn - has this <br />been done? Mr. Schumacher reported that Mr. Quinn has been out of town <br />but he will schedule the meeting as soon as possible. <br />FINANCIAL REVIEW <br />Mr. Schumacher reported that the City is in good shape as to the revenues <br />and disbursements. He also felt that if the collections of taxes for the <br />last half is as good as the first half, the City should have a surplus in <br />1 that area. <br />Mayor Benson asked the Clerk is she had done anything in the area of solving <br />the problems of elections. She reported that she has some tentative lines <br />drawn for a precinct split and some items for inclusions in the 1984 budget. <br />FIRST READING - REZONE OF MOLIN PROPERTY <br />
