102 <br />Council Meeting <br />September 12, 1983 <br />conducted at the Centennial Schools. <br />The C ouncil had questions which were answered. Mr. Holman requested that <br />the Council keep this program in mind during their budgeting. Any funds <br />that could be spared for this program would be greatly appreciated. <br />Mr. Reinert moved to donate $500.00 to support this program. Seconded <br />by Mr. Kulaszewicz. <br />Mayor Benson suggested this be a larger amount and this could be con- <br />sidered during budget meetings. Mr. Reinert withdrew his motion and <br />Mr. Kulaszewicz withdrew his second. <br />Mr. Reinert moved to support this program with the amount to be set at <br />the budget hearings. Seconded by Mr. Kulaszewicz. Motion carrierd <br />unanimously. <br />OPEN MIKE <br />Mr. Paul Howard had requested to speak and Mr. Schumacher explained that <br />Mr. Howard was concerned with Agenda Item $16 - Public Improvement <br />Financing Policy. <br />Mr. Howard questioned the amount to be put in excrow - is this 35% or <br />100%. <br />Mr. Schumacher suggested that when this policy is formulated, that the <br />amount of his escrow be in line with the requirements set in that policy. <br />The general consensus of the Council was an agreement with this request. <br />WATER RESOURCES BOARD LETTER <br />This letter indicates that the new State Law allows Watershed Districts <br />to increase the number of their Board members from five (5) to nine (9). <br />The general consensus of the Council was that five (5) is enough and the <br />additional persons would only slow the process. <br />Mr. Reinert moved to send a letter opposing any increase in the Rice Creek <br />Watershed Board's membership and to indicate this Council felt that nine <br />persons would only slow the process of considering the requests that come <br />to that Board. He felt the additional cost, the reduction of efficiency <br />and the fact that the number of Board members would exceed the number on <br />local government Boards should:besufficient reasons for this position. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Copies of this letter should be sent to Sen. Merrian, Quinn, and Dahl. <br />PUBLIC HEARING - REZONING - WOLTERS <br />Mayor Benson opened the Public Hearing on the Wolter's rezoning request <br />at 7:43 P.M. This request is for the rezoning of Lot 21, Block 2, <br />Carole's Estates II from GB to LI. <br />Mr.Kluegel stated this is necessary for conformance to the new zoning <br />ordinance. The Planner and the Engineer has reviewed this application <br />and have recommended approval of tb1 rezone. <br />1 <br />
