1 <br />1 <br />1 <br />Council Meeting <br />December 27, 1983 <br />PLANNING & ZONING BOARD ACTIONS <br />153 <br />Mr. Kluegel presented a request from Mr. Orrin Clover for the moving <br />in of a home on property located on 20th Avenue North. Mr. Kluegel <br />reported that the P &Z was very concerned with the time frame for this <br />move in and the destruction of the existing home. Mr. Clover had <br />agreed to have the new home complete by September 30, 1984 and the old <br />home removed by November 1, 1984. Mr. Hank Meiers will be moving <br />the home in and doing the foundation, septic system, etc. He will also <br />remove the old home. Planning and Zoning had recommended approval of <br />this request. <br />Mr. Reinert moved to approve the P &Z recommendation and issue the <br />moving permit, all construction to be completed by Sept. 30, 1984, the <br />old home to be removed by Nov. 1, 1984, and all building codes be met <br />in the home to be moved in. Seconded by Mr. Marier. Motion carried <br />unanimously. <br />RICE CREEK WATERSHED DISTRICT APPOINTMENTS <br />The Rice Creek Watershed Board is asking this City to appoint one <br />member to a Technical Committee and two persons to a Citizen's <br />Advisory Committee. Mayor Benson asked if the City Engineer should <br />not be the person to represent the City on the Technical Committee <br />and Mr. SChumacher felt that the staff could handle the organizational <br />meetings and when the technical discussions begin, then the meetings <br />would be attended by the Engineer. <br />There was discussion as to how long this would take, the cost, who <br />would be responsible for the costs, how much can the staff handle, <br />with Mayor Benson requesting that the appointments to the Citizen's <br />Advisory Committee be put on the agenda for the first meeting in <br />January. He requested the Council members to think of someone for <br />this appointment and to also consider who could serve as Council <br />liaison. <br />Mr. Marier moved to table consideration of the appointments until <br />there has been some research done. Seconded by Mr. Reinert.Motion <br />carried unanimously. <br />ORDINANCE #13 -83 -1st READING <br />Mr. Burke presented the proposed ordinance for the hours that both <br />on -sale and off -sale liquor establishments may be open, explaining <br />that this allows both types of establishments to be open on all <br />election days. <br />Mr. Reinert moved to accept this Ordinance for the 1st reading, amend- <br />ment to Section 701.09, Subd. 3, City Liquor Ordinance. Seconded by <br />Mr. Marier. Motion carried with Mr. Marier voting, No. <br />ANOKA COUNTY REPLY ON TRAFFIC CONTROLS <br />Mr. Burke presented the Anoka County's reply to the request for <br />semiphores at the intersection of Highway #8 and Main Street. The <br />County does not feel that the conditions warrant the installation of <br />
