Council Meeting <br />Janaury 9, 1984 <br />157 <br />Mrs. Wright pointed out that the two main qualifying considerations <br />are 1) the project must serve an area with 51%of low and mederate <br />income persons and 2) the area being considered must be defined as a <br />slum or blighted area by State definition. There is a third area <br />- an emergency project - which Mrs. Wright pointed out was very hard <br />to qualify. <br />Mrs. Wright said that building a fire station is an allowed use of <br />the funds, it must be proven that the area to be served must have 51% <br />of low and moderate income persons. <br />The sewer trunk line would also have to meet the above qualifications. <br />Mrs. Wright pointed out that according to the 1980 census, the City of <br />Lino Lakes does not have a block area that would qualify under the low <br />and moderate income requirements. <br />Mayor Benson asked, if this City does a project to assist a low and <br />moderate income housing project, and when it is finished the project, <br />doesn't qualify, what happens? Mrs. Wright said, that if the area does <br />not qualify under HUD regulations at the time of their inspection, the <br />City will have to refund the money spent on that project. <br />In order to qualify as a low income family, the income cannot be above <br />$25,300.00 for a family of f(ur. The income factor rises as the number <br />in the family falls. <br />Mr. Marier asked, if a survey was made at this time and the results <br />showed there is 51% of low income persons, would this be recognized? <br />Mrs. Wright said, Yes, uless HUD had information to the contrary. <br />Mr. Schumacher asked how soon a decision from the district must be <br />received? This decision deals with the splitting of the funds, how <br />this is to be done, and what City will get how much in what year. HE <br />asked how soon this desision must be in to the County? <br />Mrs. Wright said she should have that information by the 20th. <br />Mrs. Wright was thanked for her presentation and for the time to <br />appear and explain this matter to the Council. <br />The various aspects of the use of these funds was discussed and the <br />general consensus of the Council was that a meeting is needed in order <br />to make a decision on this within the time frame set forth. <br />Mr. Marier moved to meet at 9:00 A.M. on Saturday, January 14, 1984 at <br />the City Hall prior to the Fire Study meeting and table a decision <br />on this matter until that time. Seconded by Mr. Kulaszewica. Motion <br />carried unanimously. <br />SQUAD CAR STUDY - CHIEF Myhre <br />Chief Myhre presented a ;study done comparing the various features of <br />the Suburban and the Malibu being used as squad cars. <br />There were questions and answers on the various uses of the cars, <br />Chief Myhre recommended the purchase of a Suburban Diesel. <br />Mayor Benson called a recess at this point in the meeting.
