174 <br />February 13, 1984 <br />17. Establish a periodic meeting schedule with the Council and our <br />committees /commissions /boards to improve communications. <br />18. Continue to inform the citizens through newspaper coverage and <br />possibly a newsletter. <br />19. Make every attempt to be responsive to the public, welcoming input <br />and advise. <br />20. Started the process of developing a watershed management plan. <br />I also realize that throughout 1984, many additional goals, objectives, <br />and projects will surface. The City is responsive and will attempt to <br />have the best information possible, thus allowing the City Council to <br />make timely and responsible decisions in 1984. <br />In closing, 1984 will be a productive year for Lino Lakes, Again this <br />year, there is a large number of inquiries into building permits. The <br />horse racing facility adjacent to Lino Lakes has an excellent chance of <br />receiving approval. If approved, Lino Lakes will be impacted through <br />increased jobs, business, and building. The City's firm stand on spend- <br />ing will continue through 1984, yet a great deal of progress is planned. <br />During our budget meetings. the City Council allowed for the Legislative <br />shift of State Aid to Cities, protecting future budget decisions. This <br />leads to a small property tax increase in 1984. Economic Development is <br />a priority of this City and necessary to maintain services. Lino's <br />established attitude on shared services is evident in other Cities and <br />the County. Today the sharing of services is a necessity as well as <br />reality. Lino Lakes will continue to ask for voluntary help from grou <br />within the City. We wil listen to those who wish to speak and be res- <br />ponsive when necessary. We will continue to seek the best information <br />in making decisions. This will help produce sound and productive dec- <br />isions reducing the chance of mistakes as we make tomorrow's decisions <br />today. We will extend out hand of friendship to those who enter out <br />City. We will use our talent and experience to help increase thequality <br />of life in Lino Lakes. This City Council and Staff is looked upon as <br />leaders of the City. The cost of our leadership is small, yet the impact <br />is great. The City Council and Staff must accept that responsibility <br />and be the leaders, not only of the City, but this Country. <br />MINUTES - January 23. 1984 <br />Mr. Bohjanen moved to approve the minutes of January 23, 1984 as pre- <br />sented. Mr. Marier seconded the motion. Motion carried with Mr. <br />Kulaszewicz abstaining. <br />DISBURSEMENTS - January 31. 1984 <br />Mr. Marier moved to approve the disbursemetns of January 31, 1984 as <br />presented. Mr. Bohjanen secoded the motion. Motion carried unanimously. <br />DISBURSEMENTS - February 13. 1984 <br />Mr. Bohjanen asked if the business cards that were purchased by <br />various department were for one year and were they avaiballe to every- <br />one. It was explained these were available to all Council members and <br />departments heads and it was probably more that a year's supply. Mr. <br />
