212
Council Meeting
April 23, 1984
lake through Sandpiper Drive. This will be upgraded to accomadate the
traffic.
Other aspects of the development of thos park was discussed with Mr.
Torkildson noting that the construction is approximately two years
behind schedule due to the cutbacks at the State level.
Mrs. Langfeld reported that the Economic Development Committee work is
in process and she hoted that the most improtant issue before the Board
of Commissioners at this time is the Solid Waste Disposal problem.
Mayor BEnson asked about the updating of County Road J and Mr.Volk had
attended a meeting last week and his understanding was nay primprovement
on that road would be in conjunction with work planned by MnDOT and
would need to wait for that program to be started.
Mrs. Langfeld said that Anoka County and Ramsey County were applying for
Federal Funds for the upgrading of that street.
Mrs. Langfeld and Mr. Torkildson were thanked for their time and
information.
PLANNING AND ZONING REPORT - Pete Kluegel
Public Hearing - Zoning Ordinance Amendment - Opened at 7:44 P.M.
Mr.Kluegel noted this recommendation had been forwarded from the
Planning and Zoning Board and recommends the elimination of all Radio/
TElevision, etc, Towers from the Rural area by Conditional Use Permits.
Mr.Kluegel noted the reasons for this recommendation was 1) there is
no revenue realized from these structures; 2) no job potential; 3)
sacrifice of land that could be more mitensely developed; 4) conflict
with FAA regulations. Local pilots ahve encountered navigation problems
with this type of structure.
Mayor Benson asked if there had been any contact with the Seaplane base
or Aboka County Airport on this matter? Mr. Kluegel said there is
documentation on the navigational problems.
Mayor Besnon asked if this would eliminate all towers in the rural area
and Mr. Kluegel said the Ordiannce prohibits any towers over 45 feet.
Towers over 45 feet would require a conditional use permit. This pro-
posal would only eliminate towers above 45 feet in the rural area, they
would still be allowed in an industrial area with a conditional use
permit.
Mayor Benson asked if any one would like to speak on this recommendation
and Mrs. Juliet Lindgren presented a petition in opposition to the
ordinance amendment.
Mrs. Lundgren has some questions the people had asked, 1) does this
affect CB Towers? Trucker's relay? If this ordinance amendment
eliminates all transmission towers, does this eliminate this tyep of
tower? It was pointed out that nay tower 45 feet and under does not need
a permit for installation.
