213 <br />Council Meeting <br />April 23, 1984 <br />Mr. Schumacher asked for clarification of this issue - does this amendment <br />say that any tower over 45 feet would be eliminated. The residents could <br />not make application for a conditional use permit for a tower over 45 <br />feet. Mr. Kluegel said this is correct. The only zoning classification <br />that would allow towers over 45 feet is a LI District. <br />This type of tower is not allowed in an ER or R area even by permit <br />according to the Z oning Ordinance. <br />It was pointed out there had been some negative input from the Anoka <br />County Airport as well as the Seaplane base and the Lino Air Park. <br />Mr. REinert asked if this would only apply to future towers and of to the <br />ones existing at this time and Mr. Kluegel said existing towers would be <br />grandfathered in. <br />Mayor Benson asked if there was any documentation as to an acceptable <br />height that would not interfer with air traffic? Chief Myhre said 200 <br />feet, 2 miles beyond the end of the runway. <br />Mayor Benson asked about the HBO dishes on top of homes - wheres does the <br />fottage start? at the ground? top of the structure? <br />Mayor Benson felt that this amendment needs more study before a decision <br />can be made. He felt that perhaps someone from the P &Z could be present <br />to discuss their thoughts behind this proposed amendment. <br />I Mr. Kulaszewicz moved to continue this hearing to May 14, 1984 at 7:30 P.M. <br />Seconded by Mr. Marier. Motion carried unanimously. <br />PUBLIC HEARING - WEBER PLAT <br />Mayor Benson opened the Public Hearing at 8:06 P.M. Mr. Kluegel noted <br />this is a monor subdivision and an application for a variance to the <br />City's requirements to hook into City Sewer. <br />Planning and Zoning had recommended approval of the preliminary plat and <br />to deny the variance. Mr. Weber, in splitting off the three lots, he <br />is creating a lot of less than five acres and, if sewer is available, <br />lots of this size must connect to Citysewer within one year. <br />Mr. Schumacher suggested that Mr. Davidson present the feasibility <br />report on this project. Mr. Davidson reported the project is feasible <br />and listed the several ways in which this project can proceed. The <br />projected construction cost is $8,190.00. If done as a City project and <br />assessed, the estimated costs would be $11,000.00. This would be for the <br />three parcels and providing a connection for Mr. Weber's home. Mr. Weber <br />would then be responsible for the installation to that connection. <br />Mr. Weber was asked if he had any preference as to how this should be done <br />and Mr. Weber said he did not want to conenct to the sewer. He felt he had <br />and adequate system. He said if the sewer must be connected to his home, <br />he would appeal for some time. <br />Mr. Kluegel said the Ordinance allows one year from the time the sewer is <br />available. <br />
