226 <br />May 14, 1984 <br />Mr. Davidson said he had inspected this area and approximately one - <br />half of the area has been improved. Mr. Bruggeman felt that the 32' <br />street surface requirement is too wide for his type of development. <br />Mr. Davidson told Mr. Bruggeman that these standards ahve been estab- <br />lished by Ordiannce and that the width of the surface may be modified <br />by the width of the cut could not. He felt the width of the cut is <br />necessary for snow storage. <br />Mr. Kulaszewicz felt this had been dealt with previously and some <br />concessions had been made at that time. <br />Acting Mayor Reinert felt this had been dealt with previously and that <br />no further concession would be made at this time. <br />PUBLIC HEARING - TRANSMISSION TOWERS <br />Acting Mayor Reinert opened the continued public hearing on the proposed <br />Ordinance change as it relates to the installation of transmission <br />towers at 7:35 P.M. and requested background information from the <br />Attorney. <br />Mr. Hawkins reported the Planning and Zoning Board was asking for an <br />amendment to the Zoning Ordiannce eliminating Transmission Towers from <br />the Rural (R) area. <br />Mr. McLean, representing the Planning and Zoning Board, was present to <br />answer questions from the Council. Mr. McLean felt these towers add <br />nothing to the City as to a tax base, nothing aesthetically to the <br />community, nothing in the way of providing employment and this is a <br />scarifice of a lot of land that could otherwise be used in a more <br />advantageous manner. He pointed out the conflict with the FAA. He <br />also reported there had been no discussion or thought of the matter of <br />the CB or Ham Raido operators. He reported that the feeling of the <br />Planning and Zoning was that the installation of one tower seems to <br />breed the installation of more towers in the same area and they were <br />concerned this City will end up with a twoer farm such as in Shoreview. <br />There was discusion on the manner in which this amendment should be <br />worded to accomplish the wishes of the Planning and Zoning Board. <br />1 <br />Mr. Schumacher reported that the Cable TV persons had contacted him with <br />the imformation that within the next month or so they will be appeariang <br />with a request for a 150' tower to service Cable TV in this City. <br />The staff will rewrite this amendment and present to the Council for <br />their consideration. <br />The basic concept will allow a private tower to a height of 200' in the <br />industrialarea, there would be a need for a conditional use permit <br />for towers over this height. <br />Mr. Kulaszewicz moved to close the public hearing at 7:45 P.M. Seconded <br />by Mr. Bohjanen. Motion carried unanimoulsy. <br />The revised amendment will be forwarded to the Planning and Zoning <br />Board before being considered by the Council. <br />
