296 <br />OPEN MIKE - Cont. <br />Council Meeting <br />September 10, 1984 <br />Page Two <br />Mr. Benson felt that the present ordinance has not caused major problems <br />in the past and also due to the fact that Mr. Shackle did not appear to <br />present his case, that the ordinance be left as is. He asked that Mr. <br />Schumacher notify Mr. Shackle of this decision. <br />Mr. Reinert entered the meeting at 7:30 P.M. <br />PRESENTATION BY CENTENNIAL RECREATION <br />Mr. Dick Weber and Mr. John O'Brien represented the Centennial Summer <br />Recreation Program and handed out a summary report to the Council in which <br />the number and percent of overall participation were outlined. They re- <br />ported that the program is 60% subsidized by Community Education and 40% <br />paid by user fees and also reproted that they plan to add some activities <br />for senior citizens. Mr. Benson reminded the gentlemen that the City Hall <br />has just completed the new Senior Center and wanted them to be aware and <br />notify the Senior Group (which will soon be organized) about the program. <br />STATUS REPORT ON ASH STREET ROAD IMPROVEMENTS <br />Mr. Davidson summarized the agreement made between the Lino Lakes City <br />Council (Mr. Marier and Mr. Benson, representatives), Ramsey County, White <br />Bear Township, and Anoka County. These agreements are spelled out in Mr. <br />Schumachers September 6 memo to the City Council. Basically the agreement <br />is as follows: 1) Ramsey County to install culvert, prepare for 22 foo <br />overlay, any ditch construction, 2) Lino Lakes overlay with appropriate <br />2" or 3" bituminous, 3) Project to begin week of 9/10/84 at Bald Eagle <br />Blvd and terminate at Foxtail Drive, 4) Anoka County will be requested <br />to participate any way possible to include hauling bituminous, 5) Upon <br />completion, Lino Lakes and Ramsey County will divide costs 50/50, 6) Future <br />maintenance agreement wherein Lino Lakes reimbursed for maintenance. <br />Mr. Davidson estimated a cost of $5,000 - $6,000 to Lino Lakes. Mr. <br />Bohjanen moved to accept this agreement as presented to include the <br />50/50 cost agreement. Seconded by Mr. Reinert. Motion carried. <br />Mayor Benson called for a recess at 7:55, reconvened at 8:03. <br />PUBLIC HEARING - CONDITIONAL USE PERMIT KENNEL LICENSE - R. Johnson <br />Mayor Benson opened the public hearing at 8:03 P.M. Mr. Kluegel presented <br />the issue, informing the Council that the neighbors involved had been noti- <br />fied and notice has appeared in papers, and that the Planning and Zoning <br />Board had recommended approval with the following stipulations: 1) Mr. <br />Johnson be allowed to keep a maximum of four dogs, all owned by him, 2) <br />the kennel be landscaped and screened, 3) only one kennel be allowed, <br />4) review August 1, 1985 to check for neighborhood acceptance,'5) since <br />permit goes with the land,the City take caution in granting the permit, <br />6) Mr. Johnson may reapply in Spring of 1985 to intensify, at which time <br />the Council may approve or deny request. <br />
