Anderson, Clerk /Treasurer <br />UPDATE REPORT FROM POLICE DEPARTMENT TASK FORCE - CHUCK MCKENNA <br />Mr. McKenna, a member of the Police Task Force gave the background <br />of the Task Force beginning in February, 1984. In September, the <br />Council wrote a letter to the Task Force asking for specific <br />recommendations because of Chief Myhre's resignation. Areas to <br />be researched by the Task Force were a) advertise for a new <br />chief; b) establishing a joint police department with Circle <br />Pines; c) contract for service from Anoka County; d) sharing a <br />chief; e) any other suggestions. <br />The Task Force found no other community was sharing a chief and <br />no other community wanted to share with Lino Lakes. Establishing a <br />joint department with Blaine or with Circle Pines was investigated, <br />neither department wanted to merge. The Task Force found the <br />cheapest way to obtain police protection was to abolish its police <br />department and at that point the Sheriff's department is obligated <br />to answer all emergency calls in Lino Lakes, but not perform routine <br />patrol. <br />Mr. McKenna presented figures for contracting with the Sheriff's <br />department. 1985 costs: 8 hours patrol service $69,482; 16 hrs. <br />$138,963; 24 hrs. $227,490. Ham Lake, Andover and East Bethel <br />currently have Sheriff's service. If Lino Lakes decides to go <br />with county coverage, the Sheriff said he would hire our officers <br />and buy our squad cars. <br />Mr. McKenna asked the Sheriff what would happen if there was an <br />emergency in Columbus Township. The Sheriff said the Lino car prob- <br />ably would be dispatched to the emergency and they would try to <br />send a deputy from elsewhere into Lino Lakes. Currently, our own <br />officers do cover other departments on an emergency basis. If <br />the City decided to go county coverage, the Task Force recommended <br />signing two sixteen -hour contracts which would give a period of the <br />day with two squads on duty. This would cost $277,920 for 224 <br />hours of coverage a week. This week, Lino Lakes has 242 hours of <br />police patrol and the cost under the 1984 budget is about the same <br />as the Sheriff's 224 hour week. At this time, we are getting more <br />policing for our money. <br />
