1 <br />1 <br />COUNCIL MEETING <br />November 13, 1984 <br />Page Nine <br />FIRST READING - ORDINANCE #13 - 84 AMENDING KENNEL ORDINANCE <br />Mr. Hawkins said he had read this ordinance and felt it was <br />confusing and repetitive. He suggested subd. 1 add "Kennels <br />are allowed in ER districts by conditional use permits. ". Subd. <br />2 "Private Kennel ", use same definition. Subd. 3 is fine, scratch <br />all of Subd. 4., under 607.03 where it says Subd. 1 Conditional <br />Use Permits, add "no kennel licenses shall be allowed in the ER <br />district except by approved conditional use permit. ". <br />Mr. Kulaszewicz moved to have this proposed ordinance rewritten. <br />Mr. Bohjanen seconded the motion. Motion carried. <br />CONSIDERATION OF FIRST AMENDMENT TO JOINT POWERS AGREEMENT - FIRE <br />DISTRICT <br />051 <br />Mr. Schumacher gave a short summary saying there had been a joint <br />meeting with the cities involved in the Fire District and discussed <br />three areas; 1) clarify the contribution of equipment; 2) clarifica- <br />tion of withdrawal from the Fire District; 3) clarify the dissolu- <br />tion of the District. The basic concern was regarding equipment <br />in each of these three cases. It is Mr. Schumacher's recommenda- <br />tion that the First Amendment be changed to incorporate language <br />that would allow equity from Lino Lakes to be inserted in each <br />category. All cities are in agreement. <br />Mr. Marier moved to have Mr. Hawkins amend the First Amendment to <br />incorporate the above three items in the First Amendment. Mr. <br />Kulaszewicz seconded the motion. Motion carried. <br />PARK BOARD REPORT <br />Drainage Ditch LaMotte Drive Area - Mr. Marier moved to have the <br />staff write letters to Rice Creek Watershed District, Department <br />of Natural Resources, St. Paul Water Department and Anoka County <br />Parks Department, letting them know there is a silting Problem in <br />Centerville Lake near LaMotte Drive so they can review the problem. <br />Mr. Kulaszewicz moved to send the letters to the four agencies. <br />Mr. Bohjanen seconded the motion. Motion carried. <br />CONSIDERATION OF APPOINTING AN ALTERNATE TO THE CABLE COMMISSION <br />Mr. Kulaszewicz moved to appoint Father Francis L. Fried as an <br />alternate to the local cable commission. Mr. Bohjanen seconded the <br />motion. Motion carried. <br />OLD BUSINESS <br />Resolution #84 - 33 - Mr. Schumacher explained this resolution is <br />for acquiring the necessary rights of way and extending culverts <br />along 80th Street so that 80th Street can be turned over to the <br />county as a county state aid road. Mr. Kulaszewicz moved to <br />approve Resolution #84 - 33 and waive the reading. Mr. Bohjanen <br />seconded the motion. Motion carried. <br />
