4 Page Fourteen <br />- 2 - <br />COUNCIL MEETING <br />January 28, 1985 <br />The financial picture of Lino Lakes in 1984 was very good. I expect 1985 to be <br />even better. The City Council did not raise the mil rate on taxes and as it <br />stands now, the Centennial School District lowering its mil rate, many residents <br />can expect a reduction in their 1985 taxes which could be as high as 35 %. The <br />Centennial School Board should be commended for their efforts by those residents <br />who have been affected by this reduction. I will expand on the City's position <br />in this area under the 1985 City objectives. <br />The City Council and staff once again spent many hours working on the budget. One <br />can be confident that services for the area will be maintained, equipment purchased, <br />and revenues will expand again in the coming year. I anticipate that the City <br />Council will work as hard this year as it did last year. Its members should be <br />commended on its dedication. <br />Only the Council, staff and some residents along with myself realize the additional <br />time and effort spent at meetings dealing with the business of the City. I want <br />to personally thank you for all the residents of Lino Lakes. The City staff <br />again worked well with the City Council, and residents. The staff should be com- <br />mended on its many accomplishments and completed projects. Even with the trans- <br />ition of employees to new positions and the acquisition of new personnel, the <br />City's level of administration was high. I want to thank all for their coopera- <br />tion and help this past year. The Council appreciates good performance— <br />In 1984, Lino Lakes was fortunate to have many residents participate on committees, <br />commissions, task forces and boards. I would like to thank the Police Task Force <br />for the work it -has completed in the past year and look forward to receiving its <br />final recommendations. They have-provided the City with a great service. The <br />Fire Task Force has a big job ahead of it in dealing with our new fire district <br />and working with a new budget process. Also to be commended are the other <br />boards that provide necessary services to the community, such as the Park Board, <br />Planning and Zoning Board, Charter Commission, cable representatives, Economic <br />Development Committee and Civil Defense. Our community is lucky to have citizens <br />who are dedicated and willing to serve our community through their participation <br />on its boards. Without your help, the task of running the City would be over- <br />whelming. I thank you for the Council, staff and residents. You have done a <br />fine job. Again, I must enlist your help in 1985 and ask that other residents <br />come forward and participate in their City's progress. <br />In 1984, Lino Lakes accomplished a great deal through everyone's efforts. Listed <br />below are just a few items. <br />Personnel <br />- Added two part -time Police Officers <br />- Appointed a new City Clerk <br />- Hired one part -time Administrative Secretary <br />- Hired one Accounting Clerk <br />- Added several MEED individuals to help out in our maintenance department <br />- Added an Administrative Assistant through the MEED program <br />- Reorganized the administrative offices <br />Finance <br />- Received $41,760 in Federal Revenue Sharing Funds <br />- Maintained our present mil rate for 1985 <br />- Provided $3,000 of Community Development Block Grant (CDBG) money to Alexandra <br />House <br />- Provided $7,300 of CDBG money to the Senior Council for start -up costs for <br />their organization <br />
