126 <br />SPECIAL COUNCIL MEETING <br />February 28, 1985 <br />A special meeting of the Lino Lakes City Council was called to <br />order by Mayor Benson at 6:38 P.M. Council members present: <br />Bohjanen, Reinert, Marier, Kulaszewicz. City Administrator, <br />Randy Schumacher and City Clerk - Treasurer were also present. <br />Mayor Benson explained the purpose of this meeting was to conduct <br />the final interviews with the three Chief of Police candidates <br />and make a selection of Chief. <br />Mr. Schumacher outlined for the Council the process he has followed <br />until this point: Establish criteria and advertise for applicants, <br />received 22 applications, narrowed down to 12 people and conducted <br />preliminary interviews; requested additional informational materials <br />from the 12 people; narrowed to 6 people, conducted lengthy inter- <br />view with the committee (Chief of Police from White Bear, Phil <br />Major; Captain Hoogestraat from Anoka County MCIU; Councilman <br />Marier and Randy Schumacher); conducted in- basket testing and <br />psychological evaluation, intellectual tests, graded and ranked; <br />committee met two additional times and reviewed the information <br />along with exchanging information on the interview and narrowed <br />it down to the three (3) final candidates. It was the goal of <br />the committee to make a final recommendation to the Council and <br />this recommendation was contained in a memo to the Council. <br />Mr. Reinert asked if any of the original candidates have been noti- <br />fied they were not among the final candidates. Mr. Schumacher <br />said no, the reason being that if any of the final candidates were <br />dropped the City would not have to go back and start of the process <br />just outlined. <br />Mr. Schumacher suggested the outline for tonight should be: request <br />each applicant to come before Council, give a brief past personal <br />history of themselves, explanation of their past job experience <br />why they wanted the position in the first place and what the candi- <br />date thought of the interview process. The City Council can then <br />question the applicant. <br />Mr. Craig Angerson, who is currently a supervisor with South <br />Minnetonka police department (four city joint powers agreement <br />department - Excelsior, Shorewood, Greenwood, Tonka Bay) explained <br />his background in police protection. He feels he would be comfortable <br />in this area and is interested in the community. He indicated <br />there is a lot of potential for police growth in this area. Mr. <br />Anderson indicated that the interview process was quite lengthy <br />but felt it was the only way to insure the best candidate be <br />selected for the position. The Council asked him several questions <br />and thanked him for coming this evening. <br />
