1641 <br />COUNCIL MEETING <br />April 22, 1985 <br />Page Four <br />Mr. Marier moved to approve this subdivision stipulating <br />there be a developers agreement as outlined by Mr. Hawkins, <br />a review of all the abstracts and easement documents by Mr. <br />Hawkins and subject to the recommendations of the Planning <br />and Zoning Board and the conditions of Zack's Johnson's let- <br />ter and that the road be installed according to the engin- <br />eer's recommendations of a surface of 32' with a paved area <br />of 24'and a 60' easement. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />B. Audrey Burque - Metes and Bounds Conveyance - Mr. Kluegel <br />explained this is an application for a subdivision in the <br />Rural area for four lots all fronting on Otter Lake Road <br />or County Road #84. The Planning Board asked the City <br />Planner to determine a long range access plan for this <br />entire area since it is the second request for a metes and <br />bounds subdivision in this area. He showed the Council Mr. <br />Johnson's recommendation for an east -west collector street. <br />The Planning Board recommended approval of this request for <br />a three.lot metes and bounds conveyance, with the following <br />conditions: that the 30' easement on the east side of each <br />lot be recorded; cash in lieu of land with consideration for <br />- future park land be required east of these parcels and the <br />conditions of the subdivision 35 which outlines the submit- <br />tals required for this application. <br />Mr. Kulaszewicz moved to approve the metes and bounds sub- <br />division for Audrey Burque subject to the recommendations <br />of the Planning and Zoning Board and subject to Mr. Hawkins <br />review of the abstracts and easement documents. Mr. Reinert <br />seconded the motion. Motion carried. <br />• C. Bruce Hanson, Site and Building Plan Review, Conditional Use <br />Permit (set public hearing May 13, 1985, 8:00 P.M. - Mr. Klue- <br />gel explained that Mr. Hanson wishes to construct a hangar <br />at Surfside Seaplane Base. The area is zoned Expansion Resi- <br />dental and an amended Conditional Use Permit is required. <br />Mr. Kulaszewicz moved to set the public hearing for May 13, <br />1985 at 8:00 P.M. Mr. Bohjanen seconded the motion. Motion <br />declared passed. <br />D. Paul Tubbs - Metes and Bounds Conveyance, Variance Lot Size - <br />Mr. Kluegel explained this is the second request for a metes <br />and bounds subdivision in the Rural Zone of the southeast cor- <br />ner of Lino Lakes and also involves the access plan that Mr. <br />Zack Johnson previously proposed. This plan has four parcels. <br />Parcels C & D will be combined with existing homesites. These <br />parcels are less than 10 acres and a variance is required. <br />The reasoning for the variance is that the existing homesites <br />are smaller than the required Rural lot size and adding these <br />parcels will make the existing less non - conforming.
