056 <br />COUNCIL MEETING <br />July 22, 1985 <br />Page Three <br />Traffic Count Requirements <br />Mr. Davidson explained that he would like to try and borrow <br />the traffic counters from Anoka County and then have the City <br />staff compile the counts in order to meet traffic count require- <br />ments. Since there was no objection by the Council to Mr. <br />Davidson's suggestion, he was told to continue with this traffic <br />counting project in the manner he had suggested. <br />Mr. Davidson apologized for bringing some of this evening's <br />items before the Council at the meeting rather than having <br />background included with the agenda and packets. Some of the <br />items had just come to his attention and he felt that the Council <br />should be made aware as soon as possible. <br />OPEN MIKE <br />Transportation Coordination Program - Diane Harberts <br />Ms. Harberts explained that she was coming before the Council <br />this evening with additional information on the transportation <br />coordination program and she will be returning in August with <br />a documented need for the program and a plan for its inception <br />and request for a portion of shared funding for the program. <br />She stated that the greatest unmet need for seniors, according <br />to the Anoka County Aging Services Study is the need for trans- <br />portation. She noted that the tentative plans are to provide <br />transportation for congregate dining three days a week, which <br />will need to be funded by public and private monies. <br />Mr. Kulaszewicz asked if Ms. Harberts had received any direction <br />from the Regional Transit Board. Ms. Harberts answered that <br />she had worked with this group. <br />Al Ross, from the audience, suggested that the program be expanded <br />to include grocery and personal shopping transportation. Ms. <br />Harberts agreed that this need has been explored and that later <br />in the program this may be added. <br />Arnold Kelling, from the audience, suggested that Ms. Harberts <br />be in contact with the Lino Lakes Seniors Club for their input. <br />She made herself available for suggestions from Mr. Kelling <br />after her presentation and invited any persons interested in <br />this project to contact her. <br />Mr. Reinert asked Ms. Harberts what her background was. She <br />explained her background and then thanked the Council for their <br />interest. <br />CONSIDERATION OF A RECOMMENDATION FROM THE, ECONOMIC DEVELOPMENT <br />COMMITTEE CONCERNING ESTABLISHMENT OF AN ECONOMIC DEVELOPMENT <br />(TAX INCREMENT FINANCING) DISTRICT <br />Mr. Schumacher introduced this issue, explaining that the Economic <br />Development Committee suggested that the City look into the <br />concept of Tax Increment Financing as a means of increasing <br />
