1 <br />1 <br />1 <br />COUNCIL MEETING <br />July 22, 1985 <br />Page Two <br />Extension of Lois Lane <br />The next item of discussion was a request by Mr. Thomas J. Zangla <br />to blacktop Lois Lane in front of his property (Lot 2, Block <br />2, Lakeview Woodlands). The City at this time is planning to <br />blacktop Lois Lane just to the edge of his property. Mr. Zangla <br />was present in the audience. Mr. Schumacher explained that <br />in order to satisfy Mr. Zangla's request, that the adjacent <br />property owners would need to be involved. Mr. Schumacher stated <br />that he had spoken with the owner of the adjacent lots and felt <br />that this owner would not object to improvements which would <br />benefit his property. It was suggested to Mr. Zangla that the <br />next step he should take in this endeavor is to petition this <br />improvement with the signatures of the property owners involved. <br />Mr. Zangla agreed to continue in that direction. <br />Engineering Standards <br />Mr. Davidson brought with him (per request by the Planning and <br />Zoning Board) booklets and information with regard to engineering <br />standards such as street standards, utilities, street lighting, <br />culvert standards and public improvements. He explained that <br />books were "generic" policies and procedures and that he wanted <br />the Council to be aware that these items were requested and <br />delivered and that the Council may wish to refer them to the <br />Planning and Zoning Board. <br />MOTION: Mr. Kulaszewicz moved and Mr. Bohjanen seconded the <br />motion to refer the engineering standards booklets to Planning <br />and Zoning for review. <br />Mr. Marier questioned who authorized Mr. Davidson's compiling <br />this information and what was the cost of the work done on the <br />booklets. Mr. Davidson answered that the Planning and Zoning <br />requested the standards and that the cost is only for the <br />printing and assembly and is minimal. Mr. Marier was concerned <br />that the Planning and Zoning Board requested this action without <br />Council authorization. Mr. Schumacher explained that for this <br />same concern, the issue of Planning and Zoning's interest in <br />reviewing the Comprehensive Plan was brought to the attention <br />of the Council. <br />On the vote, Mr. Marier voted no. Motion carried. <br />MSA Five -Year Construction Program <br />Mr. Davidson referred to his 7/22/85 memo to Council which <br />reminds the Council that the City must submit a five -year con- <br />struction program by August 15, 1985 and that a suggested . <br />schedule has been given to each Councilmember for their review. <br />Mr. Schumacher agreed, at Mr. Reinert's request, to have the <br />City staff (particularly Mr. Schumacher and Mr. Volk, Public <br />Works Director) review the MSA Five Year Construction Program, <br />and make recommendations to the Council at their next regular <br />meeting. <br />055 <br />
