070 <br />COUNCIL MEETING <br />August 12, 1985 <br />Page Seven <br />CONSIDERATION OF THE CITY HALL OFFICE PLAN AND AUTHORIZATION FOR <br />CONSTRUCTION <br />Mr. Schumacher showed the Council the floor plan on the overhead <br />projector and asked if the Council would accept this plan. He told <br />the Council he had cost estimates on both a stick built plan and de- <br />mountable wall plan and the Council should decide what method of <br />reconstruction was preferred. The stick built plan was approximate- <br />ly $3,000 to $8,000 less than the demountable plan, but the demount- <br />able plan offered greater flexibility for future use. He noted that <br />since the cost of the computer was less than anticipated the Council <br />could afford to go with the demountable plan. Competitive bids <br />would be required for this system. <br />It was the consensus of the Council that the demountable plan would <br />provide the flexibility needed in the future. Mr. Reinert asked if <br />the floor plan would provide enough space for the Police Department. <br />Mayor Benson said the Ways and Means Committee had talked to the <br />Chief earier this evening and he indicated this plan would really <br />help his department. It is adequate for the present and there is <br />some room for expansion. Mr. Schumacher noted there would be more <br />security for the police offices in that the door to the police de- <br />partment will have controlled access. Only persons with keys will <br />be able to enter this area. <br />Mr. Marier moved to request bids for a demountable wall system not <br />to exceed $27,000.00. Mr. Bohjanen seconded the motion. Mr. Reinert <br />requested that the bidders not be made aware of the figure of $27,000.00. <br />Voting on the motion, motion carried unanimously. <br />CONSIDERATION OF A RECOMMENDATION FROM THE ECONOMIC DEVELOPMENT <br />COMMITTEE (TAX INCREMENT FINANCING DISTRICT) <br />Mr. Schumacher explained that the Economic Development Committee met <br />on July 16, 1985 and a motion was made by Mr. Karth asking for Coun- <br />cil authorization to use Mr. Dan Wilson to begin establishment of a <br />tax increment policy and district for this City. This was discussed <br />at the July 22, 1985 Council Meeting and in a work session at 6:00 <br />P.M. this evening. <br />Mr. Wilson has presented a proposal for his services and has listed <br />items he proposes to complete for a fee not to exceed $3,500.00. Mr. <br />Schumacher said this money is in the Economic Development Committee <br />budget and would be recouped through the tax increment project. <br />Mr. Marier asked why are we not using any of our own consultants. <br />Mr. Schumacher said this is a very technical area and did not believe <br />the City Accountants were that familiar with tax increment. Also <br />Voto, Reardon and Tautges charge much more than $35.00 per hour and if <br />they are not that familiar it would take longer for them to put to- <br />gether a plan. <br />
