COUNCIL MEETING <br />August 26, 1985 <br />Page Six <br />Mr. Marier moved to have the Planning and Zoning Board <br />along with the City staff and City Engineer draw up <br />a policy for the installation of underground utilities <br />under City streets to include provisions for adequate <br />financial backing such as a bond or warrantee and then <br />have the Planning and Zoning Board submit the policy <br />to the Council for their approval. Mr. Reinert seconded <br />the motion. Motion carried unanimously. <br />H. Planning and Zoning Priority List - Mr. Schumacher <br />explained that at the joint meeting of the City Council, <br />Planning and Zoning Board and Park Board several weeks <br />ago the Council requested the Planning and Zoning Board <br />put together a list of projects they plan to address <br />and put the list in priority order. The P & Z Board <br />did this and submitted their list to the City Planner <br />and he estimated the cost of addressing each project. <br />Mr. Schumacher suggested that the P & Z Board could <br />check with the Metropolitan Council as he understands <br />their land use planning division has some funds and <br />staff available to assist Metro area cities. This <br />could save Lino Lakes a great deal of money. Mayor <br />Benson suggested that Metro Council could already <br />have sample policies on file to use as a model. <br />Mr. Reinert suggested that several items on the list <br />could be combined and same additional money. <br />Mayor Benson asked that Mr. Schumacher pursue information <br />from the Metropolitan Council and the League of Minnesota <br />Cities. This information can be forwarded to the P <br />& Z Board. He also asked for more detailed information <br />on each of the items on the list. <br />Mr. Marier asked that the liaison go to the P & Z Board <br />and point out to the Board the Council's concerns in <br />this area. <br />STATUS REPORT ON THE RICE LAKE ESTATES IMPROVEMENT PROJECT <br />- RANDY SCHUMACHER <br />Mr. Schumacher explained that the Council did adopt Resolution <br />#85-09 ordering this improvement and the preparation of <br />plans and specifications contingent upon the developers signing <br />a standard developer's contact. The Council policy at that <br />time was the developer would provide a 35% letter of credit, <br />however, it was requested that a 50% letter of credit be <br />pursued. <br />1 <br />
